PATSY SPAW: To the Senate and the House of Representatives of the 82nd Texas Legislature, First Called Session, whereas the people of Texas through their state constitution have placed the power to call the legislature into special session in the hands of the chief executive officer of the state, and whereas the members of the 82nd Texas Legislature, First Called Session have now convened to consider items presented to them by the Governor. Now, therefore, I, Rick Perry, Governor of the state of Texas, by the authority vested in me by Article 4, Section 8 and Article 3, Section 40 of the Texas Constitution do hereby present the following subject matter to the 82nd Texas Legislature, First Called Session for consideration: Legislation relating to the use of federal secured communities program by law enforcement agencies. The issuance of driver's licenses and personal identification certificates and the abolishment of sanctuary cities in Texas. In testimony whereof, I have signed my name officially and called the seal of the state to be affixed here to at Austin, the 7th day of June, 2011, Rick Perry, Governor of Texas.

SENATOR MIKE JACKSON: Thank you, madam secretary. The following bills on first reading in reference to committee. The secretary will please read the bill.

PATSY SPAW: Senate Bill 9 by Williams, et al. relating to the enforcement of state and federal laws governing immigration by certain governmental entities and the administration of certain documentation of citizenship status and other lawful admittance by the department of public safety to Transportation and Homeland Security.

SENATOR MIKE JACKSON: Okay. Members, before we adjourn, I know we've been in a while today, but I'd like to provide some information on the progress of our special session. We're currently awaiting the return of senate bills from the House on the budget fiscal matters, education, and health related matters. These are the bills we sent over to the House last Friday, and they're being considered on the House floor today and tomorrow. Hopefully, we will be able to concur or go to conference on Monday when we reconvene. We just referred the sanctuary cities bill to committee and expect that it may be considered on the Senate floor as soon as Tuesday afternoon, and we'll have a better idea on the work schedule on Monday. The president's desk is clear. Are there any announcements? Senator Watson.

SENATOR KIRK WATSON: Thank you, Mr. President. Mr. President, on behalf of Senator Williams, I'd like to announce that the Transportation and Homeland Security Committee will meet at 9:00 a.m. on Monday, June 13th in E1.016 to take up SB9 by Chairman Williams which was just referred. SB9 relates to the enforcement of state and federal laws governing immigration by certain governmental entities and the administration of certain documentation of citizenship status and other lawful admittance by the department of public safety. Again, the Transportation and Homeland Security Committee will meet at 9:00 a.m. this Monday, this coming Monday in E1.016. Thank you, Mr. President.

SENATOR MIKE JACKSON: Thank you, Senator Watson. Are there any other announcements, members? If not, the chair recognizes Senator Ogden for a highly privileged motion.

SENATOR STEVE OGDEN: Mr. President, and members, yesterday -- I mean, last week -- when were we last here? Monday, when we were preparing to adjourn and we didn't, private -- Senator Estes made some remarks concerning Private First Class Anthony M. Nunn who died in Afghanistan on May the 30th; and I would like to move that Senator Estes' remarks with reference to Private First Class Anthony Nunn be reduced to writing and placed in the journal.

SENATOR MIKE JACKSON: Is there any objection? Hearing none, so order.

SENATOR STEVE OGDEN: Mr. President, members, I move that the Senate adjourn until 1:30 p.m. Monday, June 13th, pending the reading and referral of bills, the receipt of messages, and the receipt of committee reports.
