REPRESENTATIVE RUTH JONES MCCLENDON: Than k you members and Mr. Speaker, it is my honor to present to you the Reverend Ottis Mitchell, who is a native of Alabama, near Tuskegee, but he came here as soon as he could get to San Antonio. Reverend Mitchell entered active duty as a chaplain in 1981, so it's quite appropriate that he is the pastor of the day for this Memorial Day, and he was in Panama for Operation Just Cause, and he was liaison chaplain for Fort Orange, California, with the National Guard and Army Reserve during Desert Shield and Desert Storm. Reverend Mitchell's retirement ceremony from the active federal service in the United States Army was in August of '86, concluding more than 25 years of Chaplin ministry. Members and Mr. Speaker, it is my honor to introduce to present to you Reverend Ottis Mitchell.

REVEREND OTTIS MITCHELL: Let us pray. Almighty God, we are assembled today to the business of the State of Texas and, as in all things, we ask you to be with us. Use your guidance and wisdom to inspire the great principals of this great nation and this great state, to influence each and every decision through the men and women chosen as representatives of the people. On this Memorial Day, we honor those brave Americans, many of whom from the Lone Star State gave their lives in defense of our nation. We celebrate courage, tenacity, dedication and spirit which lead them to stay the course and give ultimate sacrifice. Many of them faced certain demise, as they were victims of conventional and unconventional war, and some of weapons of mass destruction. Bless this assembly to be proponents of weapons of mass instruction, such as fervent and superior education, wise use of the earth's natural resources, and compassionate respect for you, the creator of all, and all that you have created. Such weapons of mass instruction will better mankind and hasten the day when we will have no more victims of mass destruction. Bless the memory of those whom we memorialize, their families and descendants, all of whom are benefactors of their bravery. Lord, bless our nation and all those who love peace and justice. Forget not those who have given their all for you, who make all things possible. Respectfully, we pray. Amen.

REPRESENTATIVE CRAIG EILAND: Mr. Speaker, members, we have some sobering news for us all. We will not all return next session, in case some of y'all didn't know it. Some of us by choice, some of us by voters, some of us by votes or redistricting; but there's one member of our body who has chosen not to come back. He is going to run for another office, we believe. This is a guy who was a Christian conservative when he was democrat, and republicans were still watching CNN. He sat back there on the back row close to the back mic because, for you younger people, he was the king of points of order. And when I got here in 1995, Texas Monthly recognized him as the most powerful man on the floor because he ruled the floor with points of order. And just like many of us go by Mr. Hancock's desk today to check to see if we have a problem with our bill, back in those days everybody went by Mr. Chisums' desk to find out if your bill had a problem. And so, Mr. Speaker, members as an example of his selflessness, earlier this year he announced that he wasn't going run, which solved all kinds of redistricting for all of west Texas. And that's the kind of selfless representative that he is. So I think it's appropriate that we take this time to recognize Mr. Chisum and his service to this state.

REPRESENTATIVE WARREN CHISUM: Thank you, my friends. Regardless of your parties, you're my friends. It's been 22 years, Sylvester, Harvey. I told Harvey today, I said I was going stay until you growed up, but I don't think I can make it. But I could not have done it without my wife of more than 50 years. I made many, many, many friends serving in this legislature. You're the best. You are the best. This is the strongest body in the United States Government, the State Legislature. We created the federal government and we could end them. So never doubt that even though you draw $600 dollars a month, you are a powerful, powerful legislative body. The things you can do are innumerable. You run this country. So stick up the for your beliefs, they're noble; regardless of what they are, they're noble. The way the best law is made is having 150 bright members, bright minds in here expressing their own beliefs. And, at the end of the day, this country will be strong, we will do our job, and God speed you in your decisions from this day forward. Thank you very much. Bye bye.

CLERK: HCR2 by Branch. WHEREAS, The Lone Star State lost a distinguished and pivotal figure in Texas politics on May 29, 2011, with the death of former governor William P. Clements, Jr.; and WHEREAS, The state's second-longest-serving governor and first Republican governor since Reconstruction, Bill Clements was initially elected in 1978, having never before run for public office; he served until 1983 and then made a stunning comeback four years later to serve another term; and WHEREAS, During his combined eight-year tenure, he established a reputation as an efficient, business-like chief executive, and his gubernatorial appointments generally reflected a results-oriented approach; he also named the first two women to the Texas Supreme Court and the first African American to the Texas Court of Criminal Appeals; moreover, he took a leading role in the war on drugs and advocated powerfully for anticrime bills passed by the legislature, and he initiated an extensive renovation of the State Capitol; and WHEREAS, Born in Dallas on April 13, 1917, Bill Clements was an all-state guard on the Highland Park High School football team; he was offered athletic scholarships but turned them down in order to help his family during the Great Depression; after working in South Texas as a roughneck and driller, he attended The University of Texas at Austin and graduated from Southern Methodist University in 1939; he returned to the oil fields, and in 1947 he and two partners borrowed the money to buy two oil rigs and start a company SEDCO, which grew to become the world's largest oil drilling contracting firm; and WHEREAS, This self-made multimillionaire initially rejected attempts by Texas Republicans to recruit him for public office though he worked actively in the party; in 1972, he served as Texas co-chair of President Richard Nixon's reelection campaign, and he was appointed deputy secretary of defense the following year and remained at the Pentagon during the Ford administration; he decided to run for governor in 1978 and surprised many when he defeated a better-known opponent; and WHEREAS, Over the years, Governor Clements was a generous benefactor of institutions of higher education; he and his wife Rita, contributed well over $20 million for facilities, programs and professorships at SMU, and he served several terms as a member and officer of the board of trustees; through his support, the university's William P. Clements Center for Southwest Studies developed into an internationally known catalyst for research publishing, and public programming in a variety of disciplines related to the American Southwest and the U.S.-Mexico borderlands; named trustee emeritus in 1991, he was also recognized with the Mustang Award, an honorary Doctor of Humane Letters degree, and the SMU Distinguished Alumni Award; in 2009, Governor Clements continued his philanthropy and gave a remarkable $100 million to UT Southwestern Medical Center in Dallas, the largest single gift in the history of the institution; and WHEREAS, Plain-spoken, pragmatic, and dedicated to the prosperity of the Lone Star State, Bill Clements brought a business perspective to government, and his achievements will continue to resonate in the lives of his fellow Texans for years to come; now therefore, be it RESOLVED, That the 82nd Legislature of the State of Texas hereby pay tribute to the memory of the Honorable William P. Clements, Jr., and extend sincere condolences to the members of his family: to his wife, Rita Crocker Clements; to his daughter, Nancy Clements Seay; and to all those who mourn the passing of this esteemed Texan; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives and Senate adjourn this day, they do so in memory of former governor Bill Clements.

REPRESENTATIVE JAMES L. KEFFER: Chair recognizes Representative Branch.

REPRESENTATIVE DAN BRANCH: Thank you Mr. Speaker, members. And I rise with many of you. I know Speaker Craddick told me that he and Nadine will be going to the funeral on Thursday, and Representative Burnam, who he appointed to a couple of commissions; Representative Anchia, who serves on the Clements board on SMU, Representative Hildebrand who worked closely with Governor Clements and gave us the tragic news yesterday. I was honored to have him as a constituent and to work with he and Rita. It's been a tough year for the Clements family, having lost his son in a terrible tragedy last year, his son Gill. And having -- having the governor suffered a stroke. He was a very, very generous, tough, crusty individual. Extremely generous to our institutions like SMU and UT Southwestern. I believe he gave a gift of something like $150 million in the last two years, unrestricted, to UT Southwestern when our new President, Dan Podolsky came in. Which put a big smile on President Podlosky's face. But he was just one of those rare individuals. I was reading his story. Here's is a guy who came out of high school and had an opportunity to go to college with an athletic scholarship, but his father, in the midst of the depression, lost his job; and he couldn't go to college. And he went to south Texas to be -- to work on an oil rig. And that's how he got his start ultimately, his opportunity to come back and get his degree. And as they say, the rest is history. Recently Representative Strama and I were in the rotunda, and the Highland Park High School orchestra was playing there, and we got to visit with them and hear them play. And I pointed out to those students that one of their distinguished alums had two portraits, not one, but two portraits in the rotunda. And today, as another group was singing in there, I noticed the black shroud over each of his portraits. And he's someone that we will dearly miss. I think we lost one of our most transformative figures in Governor Bill Clements. He was not only our 42nd but our 44th governor. He has an unique story. He was a Texan through and through. And I'm honored today to represent many of his family, his grandchildren and his wife, Rita, who has been a regent at the University of Texas, and has done so much in restoring the governor's mansion and bringing back so many of the artifacts that we will some day return to that great facility, near us to the south. The governor was a 1934 graduate of Highland Park High School. He brought the republican national convention to Dallas in 1984, for the renomination of President Reagan. Yesterday, Governor Perry called Governor Clements the father of the modern day republican party in Texas. As is often said, he was the first republican governor since reconstruction. In Governor Clements' first legislative session only 26 of 181 members in both chambers were republican, 22 in our chamber and 4 in the Senate. The growth of the republican party in Texas over the last several decades can surely be attributed to people like Bill Clements and John Tower who we honored yesterday. Commentators called Clements a do it, get it done, focus on the problem, solve it; kind of guy. And who can forget his plaid jacket? Only one I see, Tony and some other members remember the plaid jacket days of Governor Clements. All Texans owe Governor Clements a debt of gratitude for his remarkable example as is not only a public servant, not only here in Texas but under the Secretary of Defense, and his generosity. His family will be in our thoughts, including his wife, Rita, daughter, Nancy, four stepchildren, five grandchildren and fourteen great grandchildren. We wish them solace during this difficult time. Governor Clements will be dearly missed. Please, join me in memorializing him today. I move passage.

REPRESENTATIVE LARRY GONZALES: Thank you Mr. Speaker and members. I have a pretty neat story that involves one of your colleagues, Representative Raymond. And this is G rated, so don't worry. When I was a freshman in high school I was in student counsel, and I had the honor to introduce Representative Raymond, who was my Representative at the time. And he helped me raise a flag that he brought that he said it was flown over the Capitol. I don't know yet. But he spoke to us and, during his speech, I realized that's what I wanted to do. I told him I wanted to be a state rep one day and he said you don't want to do that. But it's full circle now, and I had the opportunity to serve this session with him, and he is a role model for young Hispanics. And he grew up in a small town about 15-miles away from where I grew up. And it's just an honor to have the opportunity to serve with him. And I wanted to thank Representative Raymond.

REPRESENTATIVE RICHARD PENA RAYMOND: Memb ers, I also wanted to say when I was a freshman in high school my state rep, Tom Craddick, came to speak to us. And, I'm kidding, man, he wasn't my state rep. But anyways, he is a great young man. I could tell back then he was a great young man. Finally, before we leave, members, do not give up hope. REPRESENTATIVE GARNET F. COLEMAN: Thank you very much Mr. Speaker. I have a couple of people to recognize. First I want to start with the Texas legislative internship program and if there are members who have a T Lip intern in your office, if you would please come up. And as we honor those great younger people who have been a part of our offices for this legislative session, the Texas legislative internship program was created in 1990 to provide young students with the opportunity to gain real world experience. The program is sponsored by Senator Rodney Ellis and is administered by the Mickey Leeland Center on the World hunger and Peace at Texas Southern University. The students that participate in the program serve as interns in the offices of the State legislature, state agencies, local government officials and judges. Since the inception of the program, over four hundred interns have graduated from the program, including Representative Ron Reynolds, Representative Armando Walle and Representative Ana Hernandez Luna. The 63 students what participated in the program this year come from diverse backgrounds, and were housed or work in the various offices. But all of them have significantly contributed to the future success of the State of Texas. And I can tell you, when I came, my first session, it was in 1990 -- regular session 1993, and that was the first T Lip intern I've had. And I can tell you, and I think this is the same as every member, that we learn more from the T Lip interns than they learn from us. And they keep us young. We're so glad that you were part of our offices this session, you made all the difference. And we hope you go on to continue working in state government, or government somewhere, or related to doing good things for people. So if you would all stand so we can give you a round of applause? Thank you very much. And now, yeah, go back to work. That's right. The next group I'd like to recognize is the Texas -- the folks who worked in the LSD, the Texas legislative study group. And they did a really good job this session. Those of you who got the floor reports, you know how thorough they were, how well written they were and how accessible the staff were. Member,s we also want to recognize on behalf of the Morales Hill leadership program of the Mexican American legislative leadership foundation, we want to introduce you to the interns that we have this session who work tirelessly in our offices. The Moreno Hill Legislative Leadership Program provides a unique opportunity for latino graduate or latino undergraduate students from across Texas to gain firsthand governmental experience working in the Texas House of Representatives during the legislative session. Named after the longest serving Hispanic member of the Texas House of Representatives, Paul Moreno from El Paso, whom many of us served with, and the late (inaudible) Hill of Kingsville, the first Mexican American woman to serve in the Texas Legislature. This program places fellows as full-time staff in the offices of members. Graduates of the program develop a skill set and relationships to prepare them to be the next generations of Texas Hispanic leaders. This session, a dozen fellows were accepted into the program. They represent almost every area of the state, and are in various stages of their academic career with several fellows seeking Masters degrees and others finishing up their senior year, heading towards law school. The fellows participated in a weekly speaker series in which they met leading state and national latino leaders such as former U.S. Attorney General, Alberto Gonzalez. Higher education Commissioner, Raymond (inaudible). U. T. Chancellor, Fernando Figueroa. Former Representative, Elvia Reina. UTSA president, Dr. Ricardo Roma. UT professor, Dr. Norma (inaudible). And HKC president, Dr. Antonio Flores. The names of the interns, if they'll stand if they're here when we name them; Tyler Ingraham in the office of Trey Martinez Fischer. It required no debate, and it's very fitting that this member not be on this floor right now. But we're going to honor her anyway, because she's in the east gallery. REPRESENTATIVE NAOMI GONZALEZ: I want to thank my mom, because she's the one that really taught me if I set my mind to anything I could really do anything. REPRESENTATIVE RAUL TORRES: Mr. Speaker and members, I want to thank my staff. Chief of staff, Martha Bell and legislative assistant, Christopher Duke and our legislative director, Dianna Jean Seemen. Our interns, Kevin, Christian, Katy and Darryl were just outstanding. And I am so blessed to have them as a part of my family. But I want to take a moment, members, you know, during this time of celebration and we definitely worked hard for it. You know today is Memorial Day. Saturday we took a moment to honor the families who have lost loved ones, and I want to share with you that I have a son that's in the military and I have a son-in-law who is in the military. And I want to publicly tell them how honored I am to have them serve in our military. I look for words that I want to share with you. Over the last month I want to talk about the day, and I hope you bear with me a few minutes as I share some words as I hope that will reflect about not only what today means, but every day. Today, throughout America, in cities and towns, flags are placed on graves in cemeteries, and public officials speak of the sacrifice and the valor of those we bring in memory. In 1863 we dedicated a small cemetery in Pennsylvania marking a terrible collision between the armies of the north and south. Abraham Lincoln noted with such speeches, where we know now that Lincoln was wrong about that particular occasion. His remarks commemorating those who gave their last full measure of devotion were long remembered. Since that moment at Gettysburg, few other addresses have become part of our national heritage, not because of the inadequacy of the speakers, but because of the inadequacy of words. I have no illusion about what little I can now add to the silent testimony of those who have given their lives willingly for their country. Words are even for feeble on this Memorial Day, that of a strong and good nation that stands in silence and remembers those who were loved and who, in return, loved their countrymen enough to die for them. Yet, members, we must try to honor them not for their sakes alone, but for our own. And if words cannot repay the debit we owe these men, surely, with our actions, we must strive to keep faith with them and with the vision that lead them to battle and to the final sacrifice. Our first obligation to them and ourselves is plain enough, the United States and the freedom for which this country stands, the freedom for which they died must endure and prosper. Their lives remind us that freedom is not bought cheaply, it has a cost. It imposes a burden. And, just as they whom we commemorate were willing to sacrifice, so too must we, in a much less final, heroic way, we too must be willing to give of ourselves. It is beyond the controversy of the debate, beyond the blizzard of budget numbers and the complexity of modern weapons, that motives us in our search for security and peace, war, that war will not come again, other young men will not have to die. If we speak honestly of the dangers that confront us and remind us to remain strong enough to meet those dangers. It is just not strength or courage that we need, but an understanding and a measure of wisdom as well. We must understand our world enough to understand the values of our alliances. We must be wise enough about ourselves to listen to our allies, to work with them to build and strengthen the bonds between us. Our understanding must extend to potential adversaries. We must strive to speak to them, not belligerently, but firmly and frankly. And that's why we must never fail to note, as frequently and necessary, the wide gulf between our goals and moralities. And that is why we must never hesitate to acknowledge the irrefutable difference between our view of man as master of the state, and their view of man as servant of the state. Nor must we ever underestimate the seriousness of their aspiration for global expansion. This risk of this very freedom has been so dearly won. It is with this honesty in mind that we can open our path to peace, that we can lead to negotiation that we can build a foundation upon which treaties between our countries can stand and last, treaties that can some day can bring about a reduction in the terrible arms of destruction, arms that threaten us with war, even more terrible than those that have taken the lives of so many Americans that we honor today. Our goal should be peace and should be peace. We can gain that peace by strengthening our alliances and speaking candidly of the dangers that are before us. By assuring potential adversaries of our seriousness, by actively pursuing every opportunity for honest and truthful negotiations, the willingness of some to give up their lives, so others can live, might never fail to evoke in us a stance of wonder and mystery. They spanned generations of young Americans, all different and yet all alike, like the markers that lie above their resting places, all alike in a truly meaningful way. Members, as we honor their memory today, let us pledge that their lives, their sacrifices, their valor, shall be justified and remembered for as long as God gives life to this nation. And let us also pledge to do our utmost to carry out what must have been their wish, that no generation of young men will ever have to share their experiences and repeat their sacrifice. I cannot claim to know the words of the national anthems of all the world, but I do not know of any other that ends with a question and a challenge, as the American national anthem. And it ends like this, members: Does that flag still wave over the land of the free and the home of the brave? That is what we must ask of ourselves. Members, may these words ring true to us today as they did in 1982, when President Ronald Reagan said them on Memorial Day. Thank you.

I've been watching a member who appears like they've been here forever. Thoughtful, brought forward good ideas, represents what progressive policy is about and asks thoughtful questions in that regard. So I would like to award to State Representative Naomi Gonzalez, Freshmen of the Year for the Texas Legislative Study House Caucus.

REPRESENTATIVE NAOMI GONZALEZ: I'm so humbled by this. I really want to thank my mom and my grandmother for showing me that, you know, the way through a path out was through education. And to all my colleagues on the House floor, I just thank you for being with me. And I just am extremely grateful. And whenever I'm here on the House floor at night at the Capitol, I'm just very honored to know that I can be here, representing the people of District 76. And I am very humbled and honored by that. REPRESENTATIVE RON REYNOLDS: Wow. This is a very humbling recognition. I'm very, very thankful. I feel undeserving of this award, but I certainly want to thank God who, first of all, allowed me to be here this session. And many of you heard this session saying that one of my favorite scriptures, and what I try to lead myself by is in Proverbs 31: 8 and 9. It simply says again, speak out for the ones who cannot speak, for the rights of those who are doomed. Speak out, judge fairly and defend the rights of oppressed and needy people. And I think that is our responsibility, members, to speak out for those who are less fortunate than ourselves. And I want to thank leadership for mentoring me. Jessica, Sylvester, everybody. I again thank my staff. I wouldn't be able to be up here if it wasn't for a wonderful, wonderful, super staff. I want to thank my desk mate, Ms. Davis, who shared a lot of great wisdom with me. Many of y'all don't know, I'm the black bean, I'm No. 150. So they say some good things will happen to the last. Yeah, that's the black bean. So I'm very humbled. And I also want to thank my freshman class. We have a good strong class of leaders. We come from different backgrounds, we have some very conservative freshman, some liberal freshmen. Some come from rural areas and urban areas, and myself from a suburban area, but we work well together. And I ask any other members that are here from the Houston delegation, Houston area delegation, to join us in honoring Mr. Drayton McLane, who has been the owner of the Houston Astros since 1993. You may have read the headline that Drayton is selling the Houston Astros, and he will be greatly missed in Houston. I have a lot of personal stories to share about Drayton, but what I think sticks out most about Mr. McLane, and he is probably one of the owners in the entire NLB to actually walk the concession stands and talk to families and sit in the crowds with the cheap seats, in the expensive seats; but to literally roam Minutemaid Park to see how people are enjoying the game. And he gave that personal touch each season. Also, under his leadership, we celebrated -- we went to the playoffs six times, including four division champions. And with all respect to my colleagues in the north Texas delegation, it was the Astros who brought the World Series to Texas in 2005 winning the national league championship.

REPRESENTATIVE CHARLIE HOWARD: You know, Drayton McLane was a great owner of the baseball team, but he was also a great man. He did a lot of philanthropic things for the City of Houston. Of course, he was a magnet up in the eastern part of the State. And he has left such a great contribution to our city. We all want to thank he and his family for what they have done and the traditions they have set, not only in baseball but also in the philanthropic alliances for the city of Houston.

REPRESENTATIVE CAROL ALVARADO: Drayton could not be here, but I know he is either watching or this is being taped for him to watch. Drayton, thank you for being such a great Houstonian. REPRESENTATIVE SUSAN KING: Before we have the resolution read, I'm not sure that many of you are old enough to have known David Stubbeman, I know some of you are. And he will read the resolution. He served two terms in the 70's. He's a member of my church. Really a nice guy, very quiet, unassuming. He's an attorney. And I asked him once, David, why did you run for the Texas House? And he simply said you know, I'm an attorney. I've always upheld the law, I've interpreted the law, I've helped people with the law. I think it might be fun to go and make the law. And that was just as genuine as he was. This past Patriot Day, September 11th, he was putting out flags for his Rotary Club. He got out early in the morning, setting up hundreds and hundreds of American flags, and he suffered a fatal heart attack at the site of putting up the American flags. You can't get any more of a beautiful send off, I guess, from this earthly life. So, please listen closely to the resolution. And this is about a former colleague, State Representative David Stubberman.

CLERK: HR1841 by King of Taylor. WHEREAS, The death of former state Representative David Graves Stubbeman on September 11, 2010, at the age of 72, deeply saddened the community of Abilene and brought a great loss to his family and friends; and WHEREAS, Born in Midland on August 28, 1938, Mr. Stubbeman was the son of Frank Diedrich Stubbeman and Violet Graves Stubbeman; he graduated from Midland High School and earned his bachelor's degree in English and government from Southern Methodist University; on August 19, 1961, he married the former Sue Edmunda Swenson in Fort Worth, and the couple later became the parents of two children, William and Susan; and WHEREAS, This dynamic Texan completed his law degree at The University of Texas at Austin in 1963 and joined the United States Navy; after finishing officer candidate school in Newport, Rhode Island, he served in the Judge Advocate General's Corps, and he continued to serve his country in the Naval Reserve until his retirement as a captain in 1996; Mr. Stubbeman settled in Abilene following active duty and began a distinguished career with the firm of Wagstaff, Alvis, Stubbeman, Seamster, and Longacre that would span three decades; and WHEREAS, Highly committed to civic life, Mr. Stubbeman served two terms in the Texas House of Representatives beginning in 1975; he went on to serve as mayor of Abilene from 1984 to 1987 and thereafter continued to benefit his community in a number of capacities; an active member of the Rotary Club, he served as district governor, and he served on the board of the West Texas Rehabilitation Center for more than 30 years; he was an elder and Sunday school teacher at First Central Presbyterian Church, and he supported many charities; in his leisure time, he enjoyed golfing; and WHEREAS, David Stubbeman left a legacy of exemplary public service, and he is remembered with admiration and affection by all who were fortunate enough to share in the richness of his life; now therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby pay tribute to the memory of the Honorable David Graves Stubbeman and extend sincere condolences to the members of his family: to his wife, Sue Edmunda Stubbeman; to his son, William Frank Stubbeman, and his wife, Zoe Chui-Kuen Fan; to his daughter Susan Edmunda Stubbeman, and her partner, Daniel H. Marcus; to his grandchildren, Christian Mathew Stubbeman and Sky Keirahs Stubbeman; to his brother, Robert Diedrich Stubbeman, and his wife Marilyn; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives adjourns this day, it do so in memory of former state Representative David Graves Stubbeman.

I remember the day I asked David, David, why is it you had two children back to back? They were valedictorians of their high school classes and went on to Stanford University. REPRESENTATIVE VICKI TRUITT: Thank you, Madam Speaker. Members, I just wanted to say a few words. We just heard the memorial resolutions and one was not read in full, but I just wanted to say a few words about the passing of one Mr. Ian Jackson who was an extraordinary husband, father, athlete, friend and teacher in Colleyville. And overall a fascinating man he pioneered a form of athletic training that Olympic gold medalists credit with pushing them to the best performs of their careers. As a young man he was feature in two movies about surfing, and over his lifetime he excelled in athletic pursuits ranging from running and ballet to yoga and cycling. He took inspiration from philosophers, hypnotists, yogists and scientists. But, as enamored as he was with physical challenges, his greatest love was reserved for his wife Sabrina Jackson, and their beautiful family. Children, Briana, Josh and Whitney, and their grandchildren, Cara and Jackson. Toward the end of his life, Mr. Jackson particularly enjoyed mentoring young athletes and camping with his tightly knit and fun loving young family. Mr. Jackson died earlier this month at the age of 67, and I thank you for allowing us to honor him this day in the Texas House. Thank you.

REPRESENTATIVE MARC VEASEY: The senate Bill did not pass, Senate Bill 1811, today. And everyone is saying that there is going to be a special session as soon as 8:00 o'clock in the morning. And a lot of us are hearing from parents and teachers and business leaders that are worried that the legislature is passing a bill that no one understands, and that hadn't been properly vetted. And was wondering was it the Chair's intent to hold a public hearing on the public school finance bill?

JOE STRAUS: Mr. Veasey it's the Chair's intent to adjourn sine die, and to go back and wait to hear from the governor what his plans are.

Unfortunately, those plans look like they're about to be changed, delayed hopefully not too many days. I just received a phone call that was received, a phone call from the governor and we can expect to be back here at work tomorrow for what we hope will be not an extended period of time. But I am very, very proud of every member of this House and I'm proud to be your Speaker. Mr. Aycock, for what purpose?
