And it is my honor to introduce the Reverend Jeff Hammond who currently serves at St. Barnabas Episcopal church in Fredericksburg in the district of Doug Miller. Where he's served the past two years. His sons Graham and Miles are up here assisting me today as well as his father is somewhere San Antonian Hall Hammond. Jeff and I have known each other since we were six years ole. We grew up just down the street from one another. And we've known each other since long before he considered a career in the ministry. But I'm delighted to have him here. Welcome Jeff Hammond to the Texas House. Pastor: Let us pray. Behold America, behold oh, God this our beloved country, the old, the young, the little children, the rich and the poor, the laborers and managers of industry, workers on ranches and offices and homes. A people of many traditions, many colors, many languages, divergent hopes and fears. Behold Texas, it's mountains and plains, its rivers, its lakes, its shining coasts. Upon this land upon these people pour down your life giving spirit of nobility and truth. Where there is strife bring cooperation for the common good. Where greed and envy abound control us with that divine perspective which sees in every man the dignity of a growing soul. Where interests clash set free in us the higher impulse which seeks first the righteous kingdom of God. Where we may enjoy the glorious liberty of the children of God. He graduated from Baylor University went to University of Texas Medical Branch in Galveston and now practices in my district -- District 23 in Anahuac. Originally from Dayton he's a member of Academy of Family Physicians and Christian Medical and Dental Association as well as TMA. He lives in Anahuac and has one son Joshua and his wife Janna. Please, welcome with me our doctor of the day, Dr. John Redman.

REPRESENTATIVE RICK HARDCASTLE: Thank you, Madam Speaker, members. For those of you who didn't watch any local news this weekend the entire state is under a severe drought warning. The wildfires started back up Saturday and Sunday and any time the wind blows this hard we are going fires. The closest one we had to this building was in Bastrop just a couple of days ago. It is under control. I'm not going read the entire report but the emergency management has put the entire state on alert. The forest service has positioned folks across the entire state and we are still battling this everyday and this is now springtime when we ought to be through having fires. So, I encourage you to pay attention to your local folks. This will not get better until we get a general rain across the entire state and so far we haven't have had it. But every area in this state is subject to wildfires when we're this dry and we have this much wind. So with that, thank you, Madam Speaker.

WHEREAS, RVOS Farm Mutual Insurance Company is celebrating the 110th anniversary of its founding on April 23, 2011; and WHEREAS, In 1901, nine Texans of Czech descent who farmed land in the Temple vicinity founded the Rolnicky Vzajemne Ochranny Spolek Statu Texasu, or the Farmers Mutual Protective Association of Texas, pooling their resources to start a basic fire insurance protection program for farmers and rural citizens; in 1933, the association extended its coverage to city property as well, and in 1946 it opened an office in Temple; and WHEREAS, Now known as RVOS Farm Mutual Insurance, the company continues to be owned by its policyholders, a group that has grown to more than 68,000; and WHEREAS, Locally owned and operated companies like RVOS Farm mutual Insurance Company are critical to the economic prosperity of the state, and for more than a century, RVOS has provided security and peace of mind for many Texas families; its longevity is a measure of its commendable record of success and its noteworthy contributions to its community; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby commemorate the 110th anniversary of the founding of RVOS Farm Mutual Insurance Company and extend to its officers and members sincere best wishes for continued success; And, be it further RESOLVED, That an official copy of this resolution be prepared for the company as an expression of high regard by the Texas House of Representatives.

I would like to recognize my RVOS Farm Mutual Insurance Company folks that are here celebrating their 110th anniversary of their insurance company. RVOS was founded on April 23rd, 1901 by nine Texan farmers of Czech dissent living in Temple, Texas. They started a basic fire insurance protection program for farmers and rural citizens. The company continues to be owned by us policyholders and has grown to more than 68,000 employees -- policy holders. I am proud to recognize the president of RVOS, Wiley Shockley, he's in the back dais here. The vice president, Nelson Hall. If you would just kind of raise your hands guys. And Bruce Hefner, Richard Hieckle, Joe Wiles and, Mary Shockley. Thank you for your leadership that you have shown folks at Bell County RVOS. Members, please welcome them and I move passage.

REPRESENTATIVE MARK STRAMA: Thank you, Madam Speaker. I just like to take a moment of everybody's time to draw attention to a group we have in the east gallery from Hendrickson High School. These are some of the Hendrickson High School marching band that won the 2010/2011 grand master champion award at the Fiesta Bowl Championship in Arizona. Right, in Arizona. Right. So they went to the Fiesta Bowl of this national gathering of some of the best high school bands in the country. They were the grand champion. Not surprising to those of us who have been following them because they have won many other statewide awards. Including at UIL competition and being a finalist twice in the Bands of the Americas competition. We're very proud of them in Pflugerville we wanted bring them to the House and recognize their accomplishments and congratulate them on all their hard work. And in this legislative session particularly we recognize what value not only our core academic instruction but also our extra curricular activities bring to our campuses and our students and we wanted to acknowledge them in that context as well. Thank you very much and congratulations Hendrickson High School.

We have the eighth grade choir from McAllen's Michael E. Fossum middle school, Accompanied by their choir director, Leslie Tanner. They will provide entertainment for us today in the rotunda. And their singing here today to promote fine arts in education. So please help me welcome them to their state Capitol. And by the way, members, I just learned that Ms. Tanner was Representative Munoz's choir teacher when he was in the junior high just a few years ago.

WHEREAS, Ruperto Canales, Jr., has built a long and Successful career as a coach and teacher in the San Diego Independent School District; and WHEREAS, Born on April 11, 1938, in Benavides, Mr. Canales graduated from Benavides High School and the Texas College of Arts and Industries; he spent his first year as a teacher with Ysleta ISD in El Paso before joining San Diego ISD, where he has worked for the past four decades; and WHEREAS, Mr. Canales is an accomplished basketball mentor who coached the San Diego High School boys' team for 20 years, winning the district Coach of the Year honor three times in that period, and he has been at the helm of the girls' team for 13 years, garnering six additional accolades as the district's top coach; moreover, his boys' squads reached the state playoffs 10 times and the female athletes have done so 12 times; he has 500-Win Plaques from both the Texas High School Coaches Association and the Texas Association of Basketball Coaches, and he has also been recognized for 25 years of membership in the THSCA; and WHEREAS, By his own estimation, Mr. Canales has coached nearly 4,000 students through the decades; he recently passed the 1,000 mark in games coached, and his teams have impressively won more than 60 percent of those contests; though his total career victories number more than 600 to date, this experienced educator feels that his biggest contribution to the lives of his students is not counted in wins and losses, but in making them better people; he has had the satisfaction of seeing a number of his students go on to become coaches themselves; and. WHEREAS, An integral part of the San Diego community Mr. Canales served as mayor for a decade and owned the Circle C Drive-In for 28 years before selling the business in 1997; in all his endeavors, he enjoys the love and support of his wife, Aurora his daughters, Mary Jo and Rosella, and his son, Ruperto; and WHEREAS, The young people of Texas depend on the guidance of dedicated educators to prepare them for the challenges and Opportunities of the future, and the enduring efforts of Ruperto Canales have given numerous San Diego students a strong foundation on which to build; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby honor Ruperto Canales, Jr., for his many years of exemplary service as a coach and teacher and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Canales as an expression of high regard by the Texas House of Representatives.

REPRESENTATIVE RYAN GUILLEN: Thank you Madam Speaker. Members, it's a privilege and a pleasure to have with us today an outstanding south Texan whose dedicated his life to bringing out the best in his students both on and off the basketball court: Ruperto Canales has provided academic and sport leadership at both the high school and junior high school levels establishing himself as an exceptional educator and an outstanding coach. This January his record stood at an amazing 611 games won. He's brought teams to the state playoffs 22 times. Ten times for the young men and 12 times for the young women he coached and mentors. His outstanding achievements have been an inspiration to generations of students in south Texas and instilled the love of education and the game of basketball in countless young minds. With him today are his identify wife Aurora Canales, his daughters Mary Jo Canales Martinez and Rosella Canales Marina, his son Ruperto Canales, III, a granddaughter Allison Martinez, a grandson Joseph Martinez and his assistant coach Corina Vidal. Madam Speaker and, members, please join me in recognizing Mr. Canales for a lifetime of achievement that has benefited thousands of young men and women with a great round of applause.

This resolution congratulates Steve and Cissy Powell on the celebration of their 50th wedding anniversary on December 30th, 2010. The Powell family is actually visiting us from Dallas today, as are Steven and Cissy's grandchildren serving as pages for a day this afternoon. We have here Mary Claire and we have Sam. Cissy and Steve's grandchildren. I'll introduce you to the other child in a minute. Members would you please join me in congratulating the Powell's. REPRESENTATIVE VAN TAYLOR: Mr. Speaker, members. It is my privilege today to honor the veterans of Texas who served in Operation Iraqi Freedom. April 9th is celebrated in Iraq as Iraq Liberation Day and that marked the eighth anniversary of the fall of Baghdad. Today we welcome 25 soldiers from Fort Hood who are up here in the gallery. As well as other -- we also have some marines up there. You can stand up marines. They traveled here today to commemorate this occasion. These soldiers recently returned from Iraq and it's a privilege to honor their service. I'd also like to recognize former state Representative Carl Isaac, Colonel Tom Paladino of the Texas Veteran's Commission, Bob Gill Texas Workforce Commission, and Bob Worsto with the Lone Star Veteran's Association and Captain Morgan Little, chairman of the Texas Veteran Coalition who helped put this event together. These men were instrumental in helping and I want to personally thank them. Mr. Speaker, members, I move we suspend all necessary to take up House Resolution 1266.

THE CLERK: HR 1266 by Taylor of Cullen. WHEREAS, April 2011 marks the eighth anniversary of the fall of Baghdad to coalition troops, and this milestone provides a fitting occasion to recognize the hundreds of thousands of U.S. Military personnel who helped to liberate Iraq from the tyranny of Saddam Hussein and who have fought to help stabilize that country in the difficult years that have followed; and WHEREAS, Texans have long been supportive of all who serve in the United States armed forces, and many of its own sons and daughters have answered their country's call; as of January 2011 More than 29,000 Texans in the active duty branches were serving in Operation New Dawn, centered on Iraq, and Operation Enduring Freedom, centered on Afghanistan; among these troops were more than 18,000 soldiers, over 4,000 airmen and airwomen, more than 3,500 sailors, and over 2,500 marines, in addition to approximately 3,000 members of the reserves; and WHEREAS, Texas currently boasts the second-largest population of veterans in the nation, with more than 1.7 million vets residing in the Lone Star State; it is estimated that this number includes over 111,000 veterans of Operations Iraqi Freedom and Enduring Freedom; and WHEREAS, To date, 19 Texans who have served in Iraq have been accorded the Silver Star, the third-highest award for gallantry in action, and one soldier has been awarded the Distinguished Service Cross, the army's second-highest decoration for valor; and WHEREAS, More than 4,000 servicemen and servicewomen have given their lives in Operation Iraqi Freedom and its successor Operation New Dawn, and approximately 32,000 U.S. troops have been wounded; the number of Texans who have died in the Iraq and Afghanistan operations together currently stands at more than 520; And WHEREAS, America's mission overseas has demanded fortitude skill, and determination on the part of its military personnel, and they have performed with exemplary dedication and professionalism; Their service stands as a testament to the indomitable spirit of this nation's armed forces; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby pay tribute to all Texans who have served in Operations Iraqi Freedom and New Dawn and extend to them profound appreciation for their selfless endeavors in this country's behalf.

Today it is my honor to stand before you to celebrate Iraqi deliberation day and to recognize my brothers and sisters in arms who have fought and sacrificed in support of Operation Iraqi Freedom and Operation Enduring Freedom. Before us today are just but a handful of men and woman who not only answered the call of their nation but also answered the prayers of people shackled by the chains of tyranny. It will give us you something to talk trash about for the remainder of the session. It's all in good fun. And a lot of work has gone up in setting this game up for tomorrow. A lot of work has been done. I know Dan Branch will be there quarterbacking one team. I see he's ready to go. And I know we have other former collegiate football players as members of this body who all want to participate. So, please, try to make it out. Your staff should have all the information. REPRESENTATIVE JERRY MADDEN: Well, one of those I know Ms. Scott was interested in doing one because she has one on teletransportation and we used teletransportation to move someone to one of these space flights that they would not be subject to any of our tort laws is that -- is that acceptable to you, the author, if we brought that up. To bring forward the beam me up Scotty amendment.

REPRESENTATIVE TRYON LEWIS: Well, speaking for Chairman Gallego. I don't think if I accepted that I think he would beam me up.

REPRESENTATIVE JERRY MADDEN: Could we bring up an amendment that at least would allow -- would keep us from taking any alien identification cards for voting. Maybe brought back from one of these space flights that are there.

REPRESENTATIVE TRYON LEWIS: Again, speaking for Chairman Gallego I think he would want to maintain the purity of this bill in the form that it passed the Senate.

REPRESENTATIVE JERRY MADDEN: After two sessions of going through this are you about ready to launch this bill?

REPRESENTATIVE TRYON LEWIS: I'm ready for this bill to be launched and so that Texas can enter a new and exciting age of space travel.
