REPRESENTATIVE JASON ISAAC: Thank you, Mr. Speaker, members, distinguished guests, please, join me in welcoming Bob Long to your Capitol today. Bob is the founder of Rally Call Ministries in Rally Call Center here in Austin? Bob is a graduate of Christ for the Nations Institute and has over 20 years of fruitful ministry experience. Bob and his wife Leslie reside in the district that I serve down in San Marcos. They are proud parents of two daughters and four grandchildren. Please, join me in welcoming them.
PASTOR BOB LONG: Good morning, thank you. Today is my birthday so, we have to update that bio. It's been like 30 years now but anyway thank you for joining me in prayer. It's an honor to be among you again. And so, I want to ask you to join your hearts and let's pray together. Lord, we just say today in the name of Jesus that we acknowledge you in all our ways. Lord, we just thank you for all the liberty, all the freedom. Lord, we acknowledge that God, that life, liberty, and the pursuit of happiness is our inheritance and our destiny. We just acknowledge that those come from you today. And Lord, in this place, I pray for every elected official, everyone of these House members, lord, we acknowledge you as the author and giver of those rights. We acknowledge you, Lord, that righteousness and justice are the very foundation of your throne. Lord, we acknowledge you as the creator God, as the God of the Bible, as the father of our Lord, Jesus Christ. Lord, today we just say in this place that you are acknowledged for who you really are. Lord, we acknowledge that -- that justice and truth are the very foundation of your throne. And, Lord, I just ask today that you would empower -- Lord, that you would empower our elected officials. I ask you to empower this House. That, Lord, every decision, every policy that, Lord, that honesty truth and justice would be the very foundation and I just thank you for empowering that, Lord. That, Lord, you have put something in the heart of a generation of leaders to make a difference. Lord, I acknowledge today that your voice is majestic, that your voice is powerful, that your voice is heard upon the waters. Lord, that you, the very God of glory, that you do thunder, that your voice makes the very earth shake. That your voice makes the nation shake, the sea and the dry lands even shake at your voice. And, Lord, today I pray that your voice would be heard in our hearts and this House, Lord. And, Lord, we acknowledge that human civil government is instituted by you, invented by you, and set in place in you in the earth. And, Lord, we acknowledge that all human government is accountable and answerable to you. We acknowledge, Lord, that civil government is a servant to you and to the people and not the other way around. And, Lord, we acknowledge that holding governmental office is a literal call from you and I pray today for these House members, I pray today for them, Lord. I pray that, Lord that in their hearts that, Lord, the understanding and the revelation and a passion that this is your call upon their life beyond ambitions, even ambitions that come from you. But that, Lord, we say today, Lord, would you stir something in our hearts that would raise us up as a generation of true statesmen, patriots. Lord, a generation that comes forth at a specific time in the history of a nation, in the history of a state let it be that way in the members of this House, Lord. In the name of Jesus. And, Lord, I bless them today. I pray for the protection of their families. I pray for spiritual strength and hunger, Lord. I pray that you make this house full of hunger for you. I pray, Lord, that the families of these members would be protected and strengthened in every way, lord, throughout the busy, hectic days of session. Let there be spiritual, emotional, mental, and physical strength to the members and to their families. Please, let your super natural protection be over these members and their families. Lord, in the name of Jesus. And, Lord, I pray that these men and women make a difference in the State of Texas in this session. I pray that when this session ends, Lord, that the decisions that have been made and the laws that have been passed at the end of this session will be ones that you will be pleased by and that the people will be blessed by and that generations to come will bless this generation of House members, lord. And we acknowledge you and we give you thanks for it, Lord, in Jesus name. Bless these, God. Bless them, Lord. Let the grace that empowers us beyond our own strength. WHEREAS, One of the first 23 counties established by the first Congress of the Republic of Texas, Goliad played a central role in the struggles and triumphs of the Texas Revolution, and the first Declaration of Texas Independence was signed in the town of Goliad in 1835; and WHEREAS, Early Goliad County was known as an enclave of freewheeling frontiersmen, but civilizing influences soon set the County on the path toward stability and prosperity; and WHEREAS, Historic landmarks that extol the area's colorful past can be found throughout the county and include Fannin Plaza Park, the grave of Colonel James W. WHEREAS, Proud residents of Hopkins County are gathering in Austin on March 29, 2011, to celebrate Hopkins County Day at the State Capitol; and WHEREAS, Hopkins County has an area of 789 square miles with both blackland prairie and piney wood terrain; originally inhabited by the Caddo and then the Cherokee people, the county was created in 1846 and named for a family of pioneers; Sulphur Springs was made the county seat in 1870; and WHEREAS, Corn, wheat, sheep, and cattle were agriculturally important in the 19th century, but cotton became the dominant crop between 1890 and 1930; in 1937 the Carnation Milk Company opened a processing plant in the county, and its presence, in conjunction with better road and rail transportation, allowed dairy farming to become the major agricultural undertaking; in 1990 the county boasted nearly 500 dairies supplying 17 percent of the state's total milk; and WHEREAS, Today, Hopkins County has a population of over 35,000, with more than 15,000 people residing in Sulphur Springs; along with dairy production, tourism and food processing and distribution are mainstays of the economy, as are beef cattle and breeding horses; and WHEREAS, Sulphur Springs features a number of popular attractions, including the Southwest Dairy Center and Museum, the Leo St. Clair Music Box Museum, and the Hopkins County Heritage Museum and Park; moreover, the area is a well-known center for aquatic recreation, with Lake Fork and Cooper Lake State Park offering opportunities for trophy bass fishing, as well as boating and swimming; bird-watchers, hikers, and campers also seek out the County, and special events like the Texas State Champion Homemade Ice Cream Freeze Off at the Hopkins County Dairy Festival in June are enjoyed by residents and visitors alike; and WHEREAS, Hopkins County is one of the Lone Star State's true Treasures, and its citizens justifiably take great pride in the history and character of their splendid communities; Now, therefore, be it. I sent my two sons off to war and I was grateful to God that they came back alive but I have a memorial resolution today for a son of my district, Texas, and America who did not come back alive. WHEREAS, words cannot adequately express the heartache felt at the loss of U.S. Marine Corps Lance Corporal Colton Wesley Rusk Of Orange Grove, who died in Afghanistan on December 6, 2010, at the age of 20; and WHEREAS, Born on September 23, 1990, in Corpus Christi to Darrell and Kathy Rusk, Colton Rusk attended Orange Grove High School, where he excelled in sports, lettering in both football and baseball; known for his winning personality and brilliant smile, he was named the senior class favorite, prom king, and Mr. Orange Grove High School by his fellow students; an avid outdoorsman, he loved hunting and fishing, and he enjoyed team roping on his horse, Pam with his best friend, Justin Rokohl, his brother Cody, and his father, Darrell; and WHEREAS, In June 2008, the summer before his senior year this patriotic young Texan took the first step toward fulfilling his dream of becoming a marine by enlisting in the corps's delayed entry program; a year later, he received his diploma and embarked for basic training at the Marine Corps Recruit Depot in San Diego; and WHEREAS, Lance Corporal Rusk was deployed to Afghanistan on his 20th birthday, September 23, 2010; he served his country courageously as a member of the 3rd Battalion, 5th Marine Regiment 1st Marine Division, I Marine Expeditionary Force, at Camp Pendleton, California, and he was recognized with the Purple Heart The Combat Action Ribbon, the National Defense Service Medal, the Global War on Terrorism Service Medal, and the Afghanistan Campaign Medal; and WHEREAS, A machine gunner with Weapons Company, Lance Corporal Rusk was selected to train as a dog handler with the Improvised Explosive Device Detection team; he shared a special Bond with Eli, the black Labrador retriever that accompanied him to Afghanistan, and they worked as a team to save the lives of American Troops by detecting hidden bombs and weapons; when Lance Corporal Rusk was mortally wounded, Eli steadfastly remained by his side; Eli has since been retired from service and adopted by the Rusk Family; and WHEREAS, The Marine Corps values of honor, courage, and commitment have had no finer champion than Lance Corporal Colton Rusk, and all who knew this brave young Texan will forever remember him with admiration and gratitude; now, therefore, be it RESOLVED, That the 82nd Legislature of the State of Texas Hereby pay tribute to the life of U.S. Marine Corps Lance Corporal Colton Wesley Rusk and extend deepest sympathy to the members of his family: to his parents, Darrell and Kathy Rusk; to his brothers Cody and Brady Rusk; to his grandparents, Wayne and Katy O'Neal and Jan Rusk; to his great-grandmother, Vivian Alphin; to his aunts Stacy Hoot, Crystal Blakeney, and Yvonne Rusk; to his uncles, Wayne O'Neal, Jr., and Brian Rusk; and to his other relatives and friends; and, be it further RESOLVED, That an official copy of this resolution be prepared for his family and that when the Texas House of Representatives and Senate adjourn this day, they do so in memory of Lance Corporal Colton Rusk.

And we have on the dais his mother Kathy, and his two brothers Cody and Brady. Colton gave his life to this country at the age of twenty. He graduated from Orange Grove High School where he was the prom King and Mr. Orange Grove. While in the marines he trained as a dog handler for improvised explosive device detection team. His dog Eli now lives with the Rusk family in Orange Grove. You're welcome to come meet the dog and his family. This is truly a great American hero. Thank you. I move for passage.

REPRESENTATIVE WAYNE SMITH: Anyway today we stop to remember the sacrifice of many Americans who answered our nations call to duty. March the 29th, 1973, is recognized as Vietnam Veterans Day because that's the last day we were in Vietnam and that's the last day any of us got to take the freedom bird to come home. House of Representatives recognizes that day honoring the bravery, devotion to duty, and immeasurable sacrifices of the millions of Americans and over 500,000 Texans who served in the Vietnam war. Some gave us but all gave some. My hope that on this day, Monument Day, that those that made the immeasurable sacrifice be remembered and honored. I ask you to pause and remember all those who served including those who did not come home and those who came home disabled. Service to our country is the greatest sacrifice a citizen can make. Our the veterans deserve our highest respect and gratitude. Without their service our country would not have survived as the greatest country in the world. The Texas Capitol Vietnam Monument is currently displayed on the Senate floor. There was a ceremony this morning so those of you who would like to see it, please, take the time to go visit it. Fellow House members that served in Vietnam are Representative Joe Farias, Leo Berman, Bill Zedler, Jerry Madden, and Dan Flynn, and doc -- state side. Okay. That's good. WHEREAS, Americans have served courageously in every war they have been summoned to fight, and those who saw duty in Southeast Asia during the Vietnam War are deserving of acknowledgment for their steadfast efforts during that long and difficult conflict; and . WHEREAS, After France withdrew from Vietnam in 1954, the United States moved to support the creation of an anti-Communist Government in the southern part of the country; along with sending military aid, the United States also sent advisors to help train the South Vietnamese Army; in 1959, two such advisors became the first American military personnel to be killed in Vietnam when they died at the hands of Communist guerillas; and WHEREAS, Two years later, in May 1961, President John F. Kennedy sent the first Green Beret advisors to South Vietnam to assist its army in developing a counterinsurgency capability; by the end of 1964, the number of American advisors in South Vietnam had grown to 23,000; and . WHEREAS, In August 1964, Congress passed the Gulf of Tonkin Resolution, giving the president of the United States broad powers to wage war; early the next year, the Vietcong launched a series of attacks throughout South Vietnam; in response to the deteriorating Situation, 3,500 U.S. Marines were dispatched to that country, the first American ground combat troops to be deployed there; at the same time, the United States began an intensive bombing campaign against North Vietnam; and WHEREAS, The number of U.S. troops in Vietnam continued to Rise until it peaked at 543,400 in 1969; by that time, the number of Americans killed in the struggle surpassed the number of Americans Lost in the Korean War; the United States fought on in Vietnam until The signing of the Paris Peace Accords on January 27, 1973; two Months later, on March 29, the last American troops in Vietnam Withdrew from the country; and . WHEREAS, In addition to ending American military involvement In Vietnam, the peace agreement provided for the exchange of Prisoners; during the war, most American POWs were held at camps in North Vietnam, but some were imprisoned in South Vietnam, Laos, Cambodia, and China; Operation Homecoming, the repatriation effort Mounted by the United States, returned 566 military personnel and 25 civilians over the course of February and March 1973; today Approximately 1,700 Americans remain unaccounted for, most of whom Are presumed or known to have died; and WHEREAS, Altogether, 3.4 million members of the U.S. military Served in Southeast Asia during the Vietnam War, and nearly 2.6 Million saw duty in South Vietnam itself; more than 58,000 American Service members, including nearly 3,500 from Texas, lost their Lives in the war, and over 150,000 were seriously injured; and . WHEREAS, The men and women who served this country in the Vietnam War, including those veterans who are members of the Texas House of Representatives, are deserving of their fellow citizens' deep respect and gratitude, and it is indeed fitting that a special day be set aside to honor their bravery, their devotion to duty, and their immeasurable sacrifice; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby recognize March 29, 2011, as Vietnam Veterans Day in the State of Texas and encourage all citizens of the Lone Star State to join in observing this solemn day of tribute and Commemoration.

When we came home from Vietnam after our second tour over there we came back through Travis Air Force Base right near San Francisco and the country was so uprooted at that time that at Travis Air Force Base they made us take off our military uniforms and wear civilian clothes because we couldn't go out on the streets and further depart to get back to Texas in our military uniform. I vowed at that time that our soldiers and any military personnel come back from future wars would never be treated like that again and that promise has been kept. I want to thank all of you for the way that you treat veterans that are coming back from Iraq, Afghanistan, Libya, or wherever they are serving in the world I want to you thank you for the great welcomes they get at the airports and, however, they get back to your hometown.
