PASTOR OF THE DAY: Let's pray. Dear Father, we come into your presence today, recognizing you and honoring you and worshiping you this morning. This morning we acknowledge you as our creator, as our sustainer, as our provider and, most of all, this morning; as our redeemer. Today we come -- we just come to lift up your high and your Holy Name. Dear Father, today we come -- we thank you -- we thank you for your blessings poured out upon us as a nation, for your great blessings poured out upon us as a state. Again, today, we just thank you for your grace and for your mercy and for your love that you've bestowed upon us as individuals. Father, this morning as we come here and as we see you, we also see ourselves, and we ask that you forgive us, that you forgive us when we fail you, that you forgive us when we forsake you and to forgive us when we live in neglect of you. And, Lord, now this morning I pray for those who've gathered to labor in this House and for those who will make decisions today, for those who represent our state. I pray this morning that you would lead them, I pray that you would guide them, I pray this morning that you would encourage them, that you would be their strength, that you would be a hand on their back. I pray for their families, for their spouses, for their kids and for their grandkids. And we just pray for tremendous blessing on them this morning. And I pray all this morning for your purpose and for your glory. And I pray this in my King's name, in Jesus' name. Amen.

North Texas Youth Connection has a mission -- of an organization for able youth and families to develop healthy lives by promoting their safety and well-being. The young folks here today are visiting the Capitol and meeting with their legislature today, so they're going to be meeting with you today or meeting with the staff, depending on our schedules. They are from across north Texas, including Wichita, Archer, Clay, Monterey, Wise, Cook Grayson, Collin, Rockwall, Fannin, Hunt, Ray, Hopkin, Delta and Lamar counties. And they come every session and they've got ideas and we need to listen to them. They are the future of our state and future of our nation. The county was established in 1858; a branch of the Western Trail passed through the area, and six million longhorn traversed the Red river at Doan's Crossing during the great cattle drives; oil discovered in the early 20th century, remains important to the region's economy; and. WHEREAS, County seat Vernon was originally called Eagle Flat for the abundance of nesting eagles nearby; today, the city is a center for farming, ranching, and the petroleum industry; the birthplace of rock and roll legend Roy Orbison, the town is also home to Vernon College and the Red River Valley Museum, which chronicles the history, culture, and geography of the region; and. WHEREAS, In the title game held December 4, 2010, at Temple Wildcat Stadium, the Knights put on an unstoppable display of offensive firepower to defeat Bullard Brook Hill 38-7; with this victory, Regents became the first school in the history of TAPPS to garner five state football titles in one decade, having previously won titles in six-man football in 2001, 2002, and 2003 and in 11-man football in 2006; and. WHEREAS, Head coach Beck Brydon guided the Knights to an overall record of 14 wins and 1 loss over the course of the 2010 season, and the squad outscored opponents 725 to 256; Coach Brydon's efforts were supported by a strong coaching staff that includes Clay Carter, Sam Thompson, Scott Franklin, Mike Lapaglia Landon Durham, Guy Grace, and Steve Chapman; and. WHEREAS, Recognizing that female service members often face unique challenges as they transition from the military back to civilian life, founder Stephanie Moles established Grace After Fire in 2002 to provide an online outreach service for all women veterans and their families; today, the organization is managed primarily by women who have served in the armed forces, and it draws on the expertise of a clinical advisory committee and the dedicated work of volunteers; and. WHEREAS, The assistance provided by Grace After Fire is especially valuable given the increasing number of women serving in the military and their need for support resources, as former soldiers may struggle with issues such as addiction and depression related to post-traumatic stress disorder and physical injuries after they end their tours of duty; and. WHEREAS, Grace After Fire helps service members deal with these problems by providing an online social network that is a safe confidential place to share experiences and solutions; funded by private donations and grants, the organization helps female veterans gain access to mental health services, health care, peer support, and other resources, and its services are aiding numerous former military personnel who have helped defend our nation; and. WHEREAS, All American citizens owe a profound debt of gratitude to the present and former members of the United States armed forces, and Grace After Fire is helping to ensure that the brave women who have served our country receive the assistance and support that they so richly deserve; now, therefore, be it. RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby commend the members of the Grace After Fire organization for their excellent work to help women veterans return to civilian life and extend to all involved sincere best wishes for the future; and, be it further. Grace Under Fire is an organization that strives to give women veterans the support they need to restore and to sustain a high quality of life. They offer 24/7 hour online assistance and their call line is staffed by female veterans and they provide access to available resources. The National Command Center is based in Fort Worth, Texas. The organization was formed in 2002. I think we all know the increasingly important role that women play in our military forces today. We have several women veterans with us, and I'm going to ask them to stand as I introduce them. We have Kim Olsen Colonel U.S. Air Force (retired). Kim is also a Colonel in the Texas State Guard and serves with several of us who are standing up here. She is also a member of the School Board. We have Stephanie Moles, who is the founder of the organization. Stephanie. Lisa Scare, former Air Force Captain. Sun Stokes, Navy First Class Petty Officer. And Nell (inaudible) former United States Air Force. And we welcome you here today and we also commend you and thank you for this great organization and how it's servicing Texas veterans. And I think we have some other people who'd like to say something.

WHEREAS, In the 1950s, the golf team of San Felipe High School in Del Rio battled adversity and defied expectations to become the best in Texas, and their story is told in the new book Mustang Miracle, by Humberto Garcia; and WHEREAS, The team got its start after J. B. Pena became superintendent of the San Felipe Independent School District in the mid-1950s and, together with a friend, introduced golf as a school sport at San Felipe High; the two men were surprised and pleased to discover that there were some very talented golfers among the students in the then-segregated school; and. WHEREAS, These students had learned much about the game while working as caddies at the exclusive San Felipe Country Club, whose course they were initially prohibited from playing; determined to take part in the sport, several of these aspiring athletes decided in 1954 to build their own course, which they dubbed the El Llanito Country Club; it was, by necessity, a rather crude design: one hole surrounded by multiple tees, with a "green" that was actually made of caliche instead of grass; nonetheless, the boys used the hardscrabble course to hone their skills through long hours of practice, often playing until after dark; and. WHEREAS, After the harsh conditions of El Llanito, the team.members found that competing on regulation courses as part of school matches was relatively easy, and they quickly established themselves as winners, even as they had to ignore verbal abuse and other forms of discrimination; the San Felipe Mustangs became regional champs in 1956 and finished second to Ranger High in the state championships; in 1957, the team qualified once more for the finals and traveled to Austin for the tournament, where they were the only minority players to compete; the Mustangs turned in an outstanding performance, shooting a combined 643; this bested runner-up Shamrock High by 35 strokes and earned San Felipe the state title; and. WHEREAS, In Mustang Miracle, Mr. Garcia, a San Felipe High School alumnus, attorney, and avid golfer, tells the tale of Felipe Romero, Higinio "Gene" Vasquez, Joe Trevino, Lupe Felan, and Mario Reyes Lomas, and the resulting saga of perseverance in the face of adversity is one that is sure to resonate beyond Del Rio and the Lone Star State; now, therefore, be it RESOLVED, That the House of Representatives of the 82nd Texas Legislature hereby honor the members of the San Felipe High School golf team of 1957 along with their biographer, Humberto Garcia, and extend to them sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for the members of the team and Mr. Garcia as an expression of high regard by the Texas House of Representatives.

REP. PETE GALLEGO: Thank you, Mr. Speaker. Members, I'd like to take a moment to talk about little piece of -- and a relatively unknown piece of Texas history. Last night, as we debated voter ID emotions were running a little bit raw. And so I want to tell you a little bit about raw motion; raw emotion and the game of golf. Because, in a lot of places in far west Texas Latinos have history that's not always been really good with golf. Latinos have had a struggle for a very long time. And there is a book out now called, "Mustang Miracle", that talks about people I'm about to introduce. And let me read you just the back cover. It says, "In 1957, when very few Mexican-Americans were familiar with the game of golf, and even less actually played it, a young group -- a group of young caddies which had been recruited to form the San Felipe High School golf team, by two men who loved the game but had limited access to it competed against all white schools for the Texas State High School Golf Championship. Despite having out dated and inferior equipment and no professional lessons and no instructions, four young golfers with self-taught swings from the border city of Del Rio captured the State Title. Three of them took the gold, silver and bronze medals for the best individual players." The book tells their story. And they are here today. It's a fascinating and phenomenal story of success, of hard work, or humility and effort. Mr. Speaker, let me introduce to you the folks who are with us today who have their routes. The author of the book, Humberto Garcia, is here today. As well as the members of the golf team, Felipe Romero, Gene Vasquez, Joe Trevino, Lupe Felan, and Mario Reyes Lomas. Please welcome them to the Texas House of Representatives. The only minorities to compete in that golf tournament some fifty-four years ago. Fifty-four years ago, as young kids, came in and won the State Golf Championship. Mr. Speaker and members, I move adoption of the resolutions, not only 1008, but all of the resolutions that were laid out. And I'd like to, before relinquishing the mike, recognize the person who -- the daughter of the person, J.B. Pena, who was the superintendent of schools of the San Felipe school district. Keep in mind, they were segregated school districts at the time. Del Rio was the school for Anglos and San Felipe was the school for the Mexicans. The superintendent's daughter is here today, as well as a lot of friends and relatives and family are in the north gallery. So please, again, Mr. Speaker and members, I move adoption of these resolutions.

American founders formed our democratic framework based on the Greek principles of democracy and liberty, Mr. Taylor. The great State of Texas built those same ideals into our government framework. The American and Greek cultures share the values, the communities and civic engagement, the rights of all and the willing make a tremendous sacrifice to defend the cause of freedom and human dignity. And I have a resolution on that later. First, I want to thank the speaker and the staff for the commitment of getting this legislation to the floor for debate. Also, to Chairman Bonnen for his experience and calm -- and I know that's an oxymoron; Dennis, calm? But his calm helped to manage many facets of the complicated process, and he invested so much time in making sure that this is a good piece of legislation. The floor debate team effort, I know naming people is always dangerous, but the ten-plus hours of debate would have taken much longer, if it weren't for Vicki Truitt, Todd Smith, Kelly Hancock, Larry Phillips, Linda Harper-Brown, Lois and others. Thank you so much. To my colleagues on both sides of -- you give your time, your talent, your heart to representing your constituency. We may not agree on every issue, but I appreciate and respect your passion and compassion for representing your District in our state. Lastly, I want to say there were some good amendments offered last night that didn't get placed on this bill. I would hope that this body would commit to bringing those stand along bills to the floor. Every member of this body wants to preserve the integrity of our election process. I move passage of SB 14.

EDDIE LUCIO, III: Thank you Mr. Speaker and members, it was very late last night, and my bill came up, and I think some members didn't understand my bill and they asked me to clarify some things. One, all this does is create a way to report illegal dumping in Texas waterways. I want to thank my joint author, Dan Branch, Representative Bohac, Representative Creighton. I want to thank the Texas Conservative Coalition for supporting this bill. I want to thank all those that testified in committee, and we didn't have a single person testify against the bill. All this bill does is set up -- and TCQ has assured me, so that's why we don't have a fiscal note, that they can absorb the purpose of this bill without any fiscal impact; a way to report illegal dumping in our Texas waterways. So it's had broad based support. We voted it without any opposition. The amendment I offered was a helpful amendment to both TCQ and TxDOT that would allow them to roll this out over time, instead of having to do all of it on day one. So we're set. So, with that, I would appreciate your support. I thank all those on both of sides who worked on the bill and I move passage.

I move to suspend the following rules the, five day posting rule and all necessary rules to allow the Committee on County Affairs to consider HB 1869 by Giddings relating to the local government that may consider the bidder's principal place of business when awarding a contract. That is at 10:30 a.m., or upon adjournment. That's today, 3-24-2011, in E2.016.
