WHEREAS, Residents of Wise County are visiting Austin to celebrate Wise County Day at the State Capitol on February 8, 2011; and whereas, located in the northwestern part of the state, Wise County has a varied terrain, much of which has proven to be fertile farmland; the fist known inhabitants of the area in historic times were the Wichita, followed by groups of Caddo, Delaware, and Kichai; Anglo settlers arrived in the 1850s, and on January 23, 1856, the county was carved out of Cooke COunty by legislative act and named in honor of Henry A. Wise, a U.S. Congressman from Virginia who had supported the annexation of Texas; at the same time as it created Wise County, the legislature decreed that its county seat be established within five miles of the county's center, and two years later that new community became known as Decatur, after the naval hero Stephen Decature; and whereas, the easter fork of the Chisholm Trail passed near Decature during the latter half of the 19th century, and the town prospered as a shipping point and maker for local farmers today, it is a center for petroleum production and clothing and glass manufacture, as well as marketing and processing for WIse County agribusiness; visitors are drawn to Decature by such historic attractions as the Waggoner Mansion, the Old Stone Prison, the Wise County Heritage Museum, and the pink granite Wise County Courthouse, which was completed in 1896; and Whereas, Wise County is home to a variety of recreational opportunities provided by Lake Bridgeport, Eagle Mountain Lake, and the Lyndon B. Johnson National Grasslands; in addition, area residents celebrate their heritage with the annual Butterfield Stage Days Festival in June; and whereas, the citizens of WIse County may take justifiable pride in their corner of Texas and know that it has contributed immensely to the development an vitality of the Lone Star State; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby recognize February 8, 2011, as Wise County Day at the State Capitol ad extend best wishes to the visiting delegation for an informative and enjoyable stay in Austin.

REP. PHIL KING: Members, it is a privilege for me today to get to recognized Wise County. We have a lot of folk from Wise County. I'll ask you to stand here in just a minute -- but they are notable for a lot of reasons, not the least of which the Representive Kolkhorst tells me that it's because she has in Boonsvile. We have a Wise County delegates standing here either also is the starting place of the Barnett Shale. It began in Wise County, and it's been one of the largest economic drivers in Texas in recent years, and they put up a lot and really started to in that move. So, welcome today; and members, would you join me and welcoming Wise County; and with that, I would also ask, Mr. Speaker, move for adoption for resolution.

Whereas, the reigning Ms. Texas Senior America, Paula Lee, along with two outstanding women who formerly held the title, Mary Frances Hansen and Patricia Madden Housel, are visiting the State Capitol on February 8, 2011; and whereas, the Ms. Texas Senior America pageant is a nonprofit program that champions healthy aging and wellness, with the ultimate goal of enriching and empowering the lives of all senior women; in this event, contestants have the opportunity to share their philosophy of life and to take part in interview and talent competitions, with the winner going on to represent the state at the national pageant; and whereas, Paula Lee has been a hairstylist for 44 years; she takes great pride in her work and has served as the official stylist for the Ms. Senior America pageant in 2008 and 2009 and as a volunteer with other senior pageants; she is also a hair designer as well as a dancer for the Spectacular Senior Follies, and she has participated in competitive powerlifting; and whereas, Mary Frances Hansen reigned as Ms. Texas Senior America in 1997 and today serves as the director of the pageant; she holds a nursing degree and has devoted more than 35,000 hours of her time as a volunteer at the Dallas chapter of the Alzheimer's Association and at a local nursing home, receiving numerous awards for her dedication; she has further shared her expertise on may advisory boards, including the Senior Affairs Commission for the City of Dallas, and she speaks professionally on the positive aspects of aging; and whereas, Patricia Madden Housel held the title of Ms. Texas Senior America in 2006; a retired project management professional, she enjoyed a successful career at Bank of America and Electronic Data Systems; she is also a gifted dancer who has performed throughout Texas with the Dallas Tap Dazzlers as well as in the Macy's Thanksgiving Day Parade in New York City and in the Spectacular Senior Follies; and whereas, these three exceptional women serve as inspiring role models to younger generations, and it is a pleasure to recognize them at this time; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby welcome Ms. Texas Senior America 2010 Paula Lee and former Ms. Texas Senior America pageant winners Mary Frances Hansen and Patricia Madden Housel to the State Capitol and extended to them sincere best wishes for a memorable visit; and, be it further resolved, that an official copy of this resolution be prepared for Ms. Lee, Ms. Hansen, and Ms. Housel as an expression of high regard by the Texas House of Representatives.

REP. JERRY MADDEN: Mr. Speaker, members, this is a pretty important resolution for me. Obviously, we love to have the beauty queens here, and obviously we love to have the people who represent the pageants here to recognize the senior living and the healthy living. First of all, we have Ms. Senior Texas for 2010 and that's Paula Lee. Paula is standing in the center. Paula, if you wave to everybody, we're glad to have Paula here. She's going --

-- she's going by Mary Frances Hansen. Mary Frances was a Ms. Senior Texas, I believe in 1997, was the year. Mary Frances is very active in the pageant; and most importantly, if you've read the resolution, you will notice the third member that's up there, has a name of Patricia Madden Housel. If anybody recognizes, there may be link with myself. This happens to be my sister. She is the Ms. Senior Texas for 2006 and that's Pat Madden Housel, Sis.

REP. VERONICA GONZALES: Thank you, Mr. Speaker, members. I have some constituents that are visiting our capitol today, and they are here as part of the professional engineer day. We have Mr. Martin Vila and Mr. Cedro Aljona (spelling)from the Rio Grand Valley. They're -- consultants out in McAllen. If they are here, please stand up and be recognized and please welcome them to our capitol.

I think they're here. I also want to recognize another young lady that's from McAllen. She now lives in Arlington, and she's here visiting. She's the daughter of very good friend of mine. Her name is Vanessa Cegovia (spelling)and I'm going to embarrass her by having her stand. Welcome, Vanessa.

REP. JOHN V. GARZA: Thank you, Mr. Speaker, and members, and guest. I would like to welcome the very important group to our District H.D. 117 in San Antonio, Texas. If I could have the air force village folks here at the capitol today, and if they can stand up in the gallery -- what I wanted to do is San Antonio. Thank you.

San Antonio as military community has contributed greatly to the culture and life of San Antonio, since founding of the city in 1716. Nearly 300 years ago, the first Spanish -- was built to protect the five Spanish Missions and immediately a neighborhood of military families and retirees developed around it. This military presence in San Antonio is remained unbroken for nearly 300 years. It was occupied by the conquistadores, Mexican revolutionary, the defenders of the Alamo, Texas rangers, confederate and union troops, and serving and recruiting and training the grounds for Teddy Roosevelt roughriders. San Antonio's military's history is colorful as colorful as the many fiestas and festivals.

The first military airplanes flew for Sam Houston. Eddie Rickenbacker learned how to fly as Brook Field in World War I, and the Mercury, Gemini and Apollo astronauts were trained at the rigorous at the Brooks Air Force Base. From Korea to Vietnam the operation dessert storm, operation Iraqi freedom, San Antonio has trained, equipped and cared for America's fighting men and women as they defend and the way of life.

Today in my district, Lackland Air Force Base, serve as the only processing station for air force -- basic military training and for the active duty air force. Air force reserves and international guards.

This means that every enlisted member of air force begins their military career in San Antonio and specifically a District 117. We'd like to say that air force starts here; and for generations San Antonio has also benefited and prospered and those who returned to San Antonio after ending military careers. The talent, leadership, and service of our retired military community has been invaluable to the growth, prosperity, and development of San Antonio. Present, today, in the gallery are the actual residents of the air force village an non-profit military officers retirement community located in our district.

Air force Village 1 is near Lackland Air Force Base, and Air Force Village 2 is only 7 miles away; so, collectively both communities own 1200 retired career officers from all branches of military Army Navy air force Marines and coast guards. Again, thank you for serving our country.

REP. DONNA HOWARD: Thank you, Mr. Speaker, members. We are always so fortunate to have the physicians of the day who come here to give up their time to make sure that we have the healthcare we need while we are here and we happened to have -- we are doubly blessed today with two physicians who have come to be here with us. They're also the people who work for our state and make sure that those who are most in need have access to the healthcare that we take for granted for often.

Julie Grace Moy here is the medical services coordinator at the Texas Department of the Aging and Disability Services, state supported living center's division; and Dr. Emily Becker here is the behavior health medical director of the Texas Department of Aging and Disability Services.

We are so fortunate to have them here with us today; and also, a remainder: We need to get our flu shots if we haven't gotten them. They're trying to set up a special clinic for us. They have been seeing actual flu cases here today. So, this is an important remainder that we need to take care of ourselves so we can adequately represent our constituents. Thank you all very much, and thank our doctors of the day.

CLERK: H.R. 211 by Harper-Brown. Whereas, Captain Billy G. Holder is being honored on February 8, 2011, for an outstanding tenure with the Irving Fire Department that has spanned more than 55 years; and whereas, since joining the IFD in December 1955, "Shakey" Holder has distinguished himself time and again through his skill, experience, and commitment to the public welfare; and whereas, Captain Holder presently serves as the respected captain of Fire Station 1; he continues to be the lead man for his shift on the Swift Water Rescue Team, maintaining the conditioning and stamina required for this physically demanding rescue specialty; and whereas, Shakey Holder has also mentored countless firefighters and first responders over the years, generously sharing his wisdom and expertise; in tribute to his legendary career, an award to recognize exceptional members of the IFD has been named in his honor; and whereas, for well over half a century, Captain Billy G. Holder has demonstrated uncommon dedication, professionalism, and bravery as he has worked to protect the lives and property of the citizens of Irving, and he is truly deserving of deepest appreciation for his unstinting efforts; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby warmly commend Captain Billy G. "Shakey" Holder on his 55 years of service with the Irving Fire Department and extend to him sincere best wishes for continued success and happiness; and, be it further resolved, that an official copy of this resolution be prepared for Captain Holder as an expression of high regard by the Texas House of Representatives.

REP. HARPER-BROWN: Members, I just would like to ask you. This is a very, very special day today, and I would like to ask you how many of you would like to apply for a job where --

THE SPEAKER: Members, please pay attention.

REP. HARPER-BROWN: Members, I would like to ask you today how many of you would like to apply for a job today where the interview consist of climbing a 70-foot ladder, at a 70 degree angle, in less than 2 minutes and 18 seconds and lifting an 18-pound hammer over your head to strike a 158 pound sledge that you then drag 3 feet? As if that weren't enough, how many of you would be interested in following that up with a following task within 6 minutes of time? Drag a hose, a charged water hose, through an obstacle course, carry a 35-pound hose pack to the third floor of a building, move an 80-pound box 5 feet across the floor, pull 100 feet of hose to the third floor, drive 158-pound weight 3 feet with a dead blow hammer, move a 35-foot section of a 3-inch charge hose 35 feet, remove a 24-foot ladder from a rack, and move it 8 feet, carry a 50-pound smoke ejector fan carried around the test unit, and finally drag 160-pound mannequin 15 feet.

I'm winded just from reading the list, and I don't see anybody rushing to the mic. to the price for that job. Well, there's one individual in this chamber today who has executed that rigorous training, and who has done so for more than 50 years. Passing Billy "Shakey" Holder of the Irving Fire Department. As the captain of the Firearm Station 1 in Irving, Shakey has performed responsibilities with dedication and honor not only the Captain Holder dutifully served the residents of Irving, he is also respected leader of his team, inspiring the fire fighters with whom he works. Shakey has served the residents of Irving for more than 55 years, and we are here today to honor him for his service and congratulate him on his retirement.

I also want to recognize Shakey's wife, Ginger; and thank her for allowing the City of Irving to benefit from Shakey's service all these years; and members, I'm honored to introduce you to today to Captain Billy "Shaky" Holder of the Irving Fire Department and Captain -- and Irving Fire Chief Mario Molina, and firefighters Joe Carry and Jim Cartel. (spellings of the names) And also, at the gallery, we have several of the fight fighters. If you all will please stand -- thank you for your service.

Whereas, Representatives of the Alliance of North Houston Chamber of Commerce are visiting the State Capitol on February 8, 2011, and their attendance provides a fitting opportunity to recognize the group and its member organizations; and whereas, created in 1994 for the purpose of fostering regional support and cooperation among area chambers, the Alliance of North Houston Chambers of Commerce is made up of six constituent organizations, the Cy-Fair Houston, Greater Tomball Area, Houston Northwest, Lake Houston Area, and Houston Intercontinental Chambers of Commerce and the North Houston Association; together, these organizations represent approximately 5,000 businesses in north Harris and south Montgomery Counties; and whereas, the alliance includes family businesses, multinational corporations, entrepreneurs, and community leaders; it acts as the voice of local businesses to municipal, county, and state government and also seeks to facilitate regional economic development; and whereas, the direction and planning provided by the Alliance of North Houston Chambers of Commerce have been of great benefit to the tens of thousands of individuals who live and work in this area of the Lone Star State, and it is indeed a pleasure to honor the association for its dedicated leadership; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby recognize February 8, 2011, as Alliance of North Houston Chambers of Commerce Day at the State Capitol and extend to the visiting delegation sincere best wishes for a memorable and meaningful visit to Austin; and, be it further resolved, that an official copy of this resolution be prepared for the alliance as an expression of high regard by the Texas House of Representatives.

Whereas, Members of the Lake Houston Area Chamber of Commerce are visiting the State Capitol on February 8, 2011; and whereas, formerly the Humble Area Chamber of Commerce, this notable organization works to promote the growth and advancement of the cities of Kingwood, Humble, Atascocita, and Spring; the group has nearly 1,300 members, primarily representing small businesses; and whereas, the Lake Houston Area Chamber of Commerce has been ably led by past president Mike Byers and current president Charles Dromgoole, whose efforts have helped attract and keep businesses in the community; and whereas, the direction and planning provides by the Lake Houston Area Chamber of Commers contribute immeasurably to the economic growth of the region, and this special day provides a fitting opportunity to recognize the achievements of the outstanding civic leaders who participate in chamber activities; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby welcome the Lake Houston Area Chamber of Commerce to the State Capitol and commend all those associated with the group for their dedicated service; and, be it further resolved, that an official copy of this resolution be prepared for the chamber as an expression of high regard by the Texas House of Representatives.

Whereas, distinguished citizens of Irving are gathering on February 8, 2011, to celebrate Irving Day at the State Capitol; and whereas, Irving began its period of rapid growth in the mid-20th century; the Plymouth Park Shopping Center opened in 1955, the University of Dallas in 1956, and Irving Community Hospital in Las Colinas and Valley Ranch master-planned business and residential communities contributed further to the city's growth, and the city has been the headquarters of "America's Team," the Dallas Cowboys, as well as the Big 12 Conference, Conference USA and the National Football Foundation; and whereas, today, Irving has a population of more than 215,000, and it is the home of the first five-star chamber of commerce in Texas, the Greater Irving-Las Colinas Chamber of Commerce, which actively represents the interests of the largest business park in North Texas; and whereas, more than 8,000 companies, and more than 40 companies in the Fortune 500, have a presence in Irving, including the Kroger Company, AT&T, Verizon, and Microsoft; moreover, ExxonMobile, Kimberly-Clark, the Commercial Metals Company, Flowserve, and Fluor have global headquarters there; additionally, many other successful companies, such as TXU Energy, HMS, and ACE Cash Express, are located in the city; and whereas, Irving's educational and cultural resources make it a fine place to live and work; the University of Dallas, North Lake College, and other institutions of higher education offer ample opportunities for postsecondary education, and the Irving Arts Center, as well as three symphony orchestras and two award-winning theater companies, provide exceptional cultural programs; and whereas, residents and visitors alike may delight in the gondolas at Mandalay Canal and the stunning sculpture known as the Mustangs of Las Colinas, with its associated museum, and the headquarters of the Boy Scouts of America features the BSA's National Scouting Museum, which tells the history of scouting and has the world's largest collection of original Norman Rockwell scouting artwork; additionally, the HP Byron Nelson Gold Championship is an annual PGA Tour event; and whereas, benefiting greatly from the farsighted leadership of Mayor Herbert A. Gears and the members of the city council, Michael E. Gallaway, Roy Santoscoy, Allan E. Meagher, Lewis Patrick, Rose Cannaday, Rich Stopfer, Gerald Farris, and Joe Philipp, Irving is a forward-looking and vibrant city, and its creative and hardworking citizens are to be comended for their contributions to the prosperity of the Lone Star State; now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby recognize February 8, 2011, as Irving day at the State Capitol and extend to Irving's mayor, city council members, corporate executives, chamber representatives, and other citizens present today a warm welcome to Austin.

REP. HARPER-BROWN: Thank you, Mr. Speaker, members. Today I feel very much at home as we are drawing by just a few of the outstanding business leaders and or elected officials from Irving. Joining us on the dias this morning is Irving Mayor Herbert Gears, mayor Pro Tim Rose canaday, Deputy Mayor pro Tim Rick sulfur, City Manager Tommy Gonzsales, and Greater Irving Los Colinas Chamber Government Affairs Vice Chairman Rudy Martinez.

I feel very blessed to work in, live in, and represent the best city, not only for the State of Texas but the entire nation, Irving. It's an excellent place to live, work and play and not just for me but for the cities' more than 215,000 residents. Irving Los Colinas is physically located between Dallas and Forth Worth adjacent to the DSW International Airport, the world's second busiest airport. And although it's close to these fine cities, it also boast its own credentials with opportunities for good education, fine dining, entertainment, and business.

There's just some of the reasons that Irving Los Colinas is the first rated designation for domestic and international business. In fact, the city is home to the global headquarters of five Fortune 500 companies: ExxonMobile, Commercial Metals, Kimberly-Clark, Fluor, and Flowserve; and as well as three Fortune 1,000 companies: Michael Stores, Pioneer Natural Resources, and Zales Corporation. In addition this weekend our city was one of the Super Bowl XLV host housing the Green Bay Packers at the Omni Mandalay Hotel.

The City and Chamber have worked hard together to retain and attract an exceptional business and educational opportunities to our region. In addition, the individuals joining me today on the dias about 70 business and civic leaders from Irving made the trip to Austin very early today and are in the gallery. Would you all please stand? Mr. Speaker and members, with that I and Rodney Anderson, who also represent the City of Irving and I will like to move passage. Oh, I'm sorry and Rafael is here too. Whereas, proud citizens of Mansfield are gathering in Austin on February 8, 2011, to celebrate Mansfield Day at the State Capitol; and whereas, located in North Central Texas, the Mansfield area was first settled by Scots-Irish pioneer farmers in the 1840s; the town itself developed some two decades later around a sawmill and a steam-powered gristmill built by Ralph S. Man and Julian B. Field, for whom it was named; and whereas, the gristmill provided flour to the Confederate Army during the Civil War and later supplied flour and meal to Indian reservations and U.S. Army outposts in West Texas and New Mexico; in 1869, Mansfield Male and Female College was founded, later becoming part of the Mansfield Independent School District; the town was incorporated in 1909; and whereas, Mansfield has since transformed from a rural farming community to a dynamic suburb of Fort Worth and Arlington; in the 1970s, when the population was just 5,000, civic leaders encouraged graduate students from the Institute of Urban Studies at The University of Texas at Arlington to renovate the downtown, and today, more than 50,000 residents appreciate those efforts; and whereas, boasting 240 acres of parkland and a popular annual Pecan Festival, Mansfield appeals to locals and tourists alike; the city's family friendly atmosphere as well as its easy access to Dallas and Fort Worth helped place it in Money magazine's top 25 places in the nation to live in 2009; and whereas, Mansfield combines the best qualities of small town life with all the advantages of a thriving Metroplex suburb, and its citizens may take great pride in their hometown's contributions to the culture and economy of the Lone Star State; now, therefore be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby recognize February 8, 2011, as Mansfield Day at the State Capitol and extend to the visiting delegation sincere best wishes for a meaningful and memorable stay in Austin.
