REPRESENTATIVE RAUL TORRES: Mr. Speaker, members, guests. It gives me great honor and much pleasure to introduce our pastor of the day today. Not only because he's from Corpus Christi, not only because he has served our country, be it the civil service for 32 years at Army depot, and so Corpus Christi, and not only because he is a loving father and a great brother in the faith but he's a terrific example for me because he's my older brother and I love him very much. Join me in welcoming my brother, Louis Torres who has ministered from as far north as Indiana to as far as south as Tampico, Mexico, who has given his life since he retired, and even before then, to serving The Lord; Louis Torres, Jr.

UNIDENTIFIED SPEAKER: Let us pray. Heavenly Father, we become before your throne of mercy and grace to thank you for the many blessings we received from you. We thank you, Father, for your word and we thank you for your Son, Jesus Christ who died for our sins and gave us the hope of heaven. We thank you, Father, for this great nation that we live in and for the freedoms that we enjoy. Father, we ask your blessing upon each and every member of this legislative body. They have the awesome responsibility of providing for the well-being of the people of this State of Texas. As they discuss and debate the matters that come before them, may they do so in such a way that the decisions agreed upon will be according to the your Will and in the interest of all the citizens of this state. Father, we ask your help for us to be aware of our weaknesses and shortcomings, that we might not sin against you but rather do that which is pleasing to you. And whereas meeting regularly over the course of a nine month period participants further develop their skills and enhance their knowledge of important public issues as they study topics ranging from the history of mission to city and county government, the police and fire department, health care, education, the media and federal agencies. In addition to taking a Laredo tour. And whereas, classes inspire a spirit of activism and provide a diverse membership with personal leadership training networking opportunities and instruction from influential figures from both the public and private sectors, each annual leadership group also complete a project of benefit to the community.

In recent years these projects have included donations to the in addition historical museum the mission spear memorial library, the mission boys and girls club, and the University of Texas-pan American and.

THE CLERK: HR231 by Paxton. Whereas February 6th, 2011 marks the one hundredth anniversary of the birth of Ronald Reagan. And this date provides a welcome opportunity to honor the legacy of the nation's 40th president.

Whereas born in 1911 in Tampico, Illinois, Ronald Wilson Reagan first made his name as a film actor and later became president of the Screen Actors Guild. In 1966, he was elected governor of California, and ably served in that office until 1975.

Whereas, following his victory in the 1980 Presidential Election, Mr. Reagan began his tenure as the nation's chief executive, faced with a range of daunting challenges that included high employment, inflation and the ongoing cold war with the Soviet Union. He introduced a bold agenda that emphasized economic growth and lower taxes, along with the establishment of a strong national defense. The success of President Reagan's initiatives helped renew the nation's self-confidence. And in 1984 he was elected to a second term, winning office by one of the largest margins in the history of presidential elections.

Whereas, the President's final four years in office were highlighted by his efforts to bring about a major revision of the tax code and his continuing efforts to champion government accountability. Moreover, U.S. forces were used to target international terrorism as part of the president's quest to achieve peace through strength. This same initiative led to important breakthroughs in U.S./Soviet relations, and contributed to the ultimate downfall of the USSR.

Whereas, a legendary president who helped lead the nation through a period of dramatic change and expanding prosperity, Ronald Reagan had a positive and enduring influence on the course of U.S. history. And it is indeed appropriate to reflect on his admirable service to his fellow citizens on the anniversary of his birth.

Now, therefore, be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby pay tribute to the life of President Ronald Reagan on February 6, 2011, the 100th anniversary of his birth.

REPRESENTATIVE JOE STRAUS: Chair recognizes Mr. Zedler.

REPRESENTATIVE BILL ZEDLER: Mr. Speaker, members; yesterday marketed the hundredth anniversary of President Ronald Reagan's birth and an American original. Ronald Reagan was born in Tampico, Illinois on February 6th, 1911. He worked his way through college and earned a degree in economics from college. Ronald Reagan went on to be a sports broadcaster and a film actor. And perhaps his most memorial role he played the Notre Dame football player, George the Gipper, "Gip" in Klute Rockney, All American. The nickname, Gipper, was later attached to Reagan himself and stuck with him for the remainder of his life. Reagan also serve as the president of the Screen Actors Guild and was a corporate spokesman for General Electric. Following his historic speech, "A time for choosing", on behalf of Barry Goldwater in 1964, Reagan was urged to run for the Governor of California. He served two terms as Governor and was elected to the 40th President of the United States in 1980. As President, Reagan combated historic economic challenges and rebuilt our military. He restored America's pride and inner self and hastened the demise of the communist Soviet Union. President Reagan saw America as a shining city on a hill, and defended the notion of American exceptionalism. He touched many lives and was his impact continues to loom large over American landscape. During the next year Americans throughout the country will celebrate this extraordinary American's life and legacy part of the Ronald Reagan Centennial Celebration.

Whereas the Texas House of Representatives is pleased to recognize noted artist Hanh Tran of Houston on the occasion of the launch of her current installation, the BIG TEXAS collection; and whereas Hanh Tran's BIG TEXAS is a 50-piece collection of her oil-on-canvas artworks. The colossal BIG TEXAS collection is being presented in Austin on February 7, and will be installed at Max's Underground at Max's Wine Dive, a private cellar and event space, where it will remain for public viewing until June 8.

Whereas, after the collection's exhibit in Austin, Hanh will continue to exhibit the artwork on her first statewide tour; the collection embraces the uniqueness of the Lone Star State by focusing on Texas nature, scenery, people, wildlife, and iconic imagery.

Whereas, Hanh Tran is a self-taught artist and a community volunteer; she encourages others to face daily challenges by incorporating art into their lives. Each month, Hanh donates her time by providing art therapy sessions and art lessons to the children of the Texas based charity, The Sunshine Kids, and to the patients of the North Cypress Medical Center's cancer division.

Whereas, Hanh has recently established the Hanh Gallery Hero Program and Annual Award, which she has created to honor those who lend their expertise to others and give back to the community through their volunteerism.

Now therefore be it resolved, that the House of Representatives of the 82nd Texas Legislature hereby commend Hanh Tran on her exceptional artistic talent and on her BIG TEXAS collection and extend gratitude for her generosity and volunteerism.

And be it further resolved, that an official copy of this resolution be prepared for her as an expression of high regard from the Texas House of Representatives.

Whereas, family and friends are mourning the loss of Margaret Johnson, a loving matriarch and admired businesswoman who passed away on December 30, 2010, at the age of 94.

And whereas the daughter of Carl and Anna Heussner, the former Margaret Heussner was born in Waco on November 13, 1916. In 1935, she married Jack Johnson, and together they embarked on a loving journey that spanned more than five decades; along the way, they were blessed with a son, Bill, and with the passing years the family grew to include four grand-daughters and 12 great grandchildren.

And whereas, at the height of the great depression, the Johnsons operated a grocery store on third and Speight in Waco. They were known for their generosity and willingness to give credit at a time when others could not. For their next business venture, they founded Johnson Roofing. Mr. Johnson ran the field operations while Mrs. Johnson ran the office and kept the books of this very successful enterprise, which is celebrating its 70th anniversary in 2011.

And whereas in 1952, Mr. and Mrs. Johnson brought the first registered Appaloosa horses to Texas. From that purchase they built one of the largest herds of that breed in the world and created the JMB Appaloosa Ranch. The couple also started the Johnson Horse Auction, a popular biweekly event that was a focal point of central Texas horse culture for more than three and a half decades, with Mrs. Johnson serving as its secretary.

And whereas, in recent years, Mrs. Johnson continued to take great joy in attending church services and in dining out with her growing family. In addition, she often invited soldiers from Fort Hood to the JMB Ranch for parties and hosted a riding school for children.

And whereas, Margaret Johnson inspired those who were privileged to know her with her energy, strong faith, charitable nature, and commitment to her ideals, and she will long be remembered with a deep admiration and affection.

Now, therefore, be it resolved that the House of Representatives of the 82nd Texas Legislature hereby pay tribute to the life of Margaret Johnson and extend sincere sympathy to the members of her family: To her son, Bill Johnson, and his wife, Peggy; to her granddaughters, Sherri McDonald and her husband, Bob, Shawn Brown and her husband, Kellie, Gayla Dwyer, and her husband, Doug, and Kellie Cashion, and her husband Tony. To her great grandchildren, Brittani, Shanna, Kody, Jacob, Kevin, Erica, Jason, Kasidy, Falyn, Ryan, Matt, and Brady. To her very special friend and caregiver, Archie Mae Shaw; and to her other relatives and many friends.

And her son and daughter-in-law, Bill Johnson and Peggy Johnson. Would you stand up, please up here in the gallery? Margaret Johnson was a tremendous lady. She was a patriarch in every meaning of the word. She was a respected in the entire community, she was honored and she was loved. She was the type of lady that had silent courage. It was one of those deals where she would just kind of look in the eye and you would know if you were on a yea or nay. A tremendous lady. She had the perseverance and the courage and the stick to itiveness that makes this a great state.

Mrs. Johnson passed away recently and it is my pleasure to bring this resolution to this House and so that we can honor Bill and Peggy with the passing of his mother. Mr. Speaker I move adoption.

Whereas the death of Austin restaurateur Joe Limon Avila on January 9th, 2011, at the age of 81, has brought a great loss to his loved ones and many admirers throughout the community. And was born in Austin on April 14, 1929, Mr. Avila learned the restaurant business early on when he began delivering bread at the age of six for his parents, Sofia and Florentino De La'Orr. They had started a bakery out of their house during the great depression. And Mr. Avila quit school after seventh grade to work full-time in the family business. Coming of age during the Korean war, he proudly served his country in the United States Army and earned the Purple Heart and other decorations.

And whereas, from childhood, Mr. Avila cherished the dream of owning a restaurant. Through hard work and perseverance, he was able to open the Sun Bakery on East 7th Street with his mother and stepfather in 1964. And by the following year, he had purchased the business from them and named it Joe's Bakery and Coffee Shop.

And whereas, Mr. Avila and his wife, the former Pauline Robles, added Mexican food to the cafe's menu and they worked tirelessly to make Joe's Bakery a success. For years, Mr. Avila began baking in the mornings and then ran the kitchen, spending most of his waking hours at the restaurant. After his retirement, he continued to frequent the popular eatery, greeting customers who ranged from neighborhood regulars to politicians, musicians, and other well-known people. Always warm and smiling, Mr. Avila treated everyone who walked through the door like family, and his establishment became a center of social and civic life in the community. His mischievous sense of humor was always on display and he enjoyed sharing stories about days gone by with diners and employees alike.

And whereas this beloved icon remained humble through the years and demonstrated an enduring commitment to East Austin and its residents; he was a mentor and role model to the young people he employed, and he frequently donated catering services for events at Savala Elementary School and the Pan American Recreation Center. On Cinco De Mayo in 1993, he was honored by community groups with an unsung hero award.

And whereas a devoted family man, sustained by a deep faith, Mr. Avila instilled his strong values in his two daughters, Rose Ann and Carolina, and he brought them into the restaurant business along with other relatives.

And whereas, Joe Avila blurred the lines between work and pleasure, serving as a good will ambassador for his business as well as for the community he was proud to call home.

Now, therefore be it resolved that the members of the 82nd Texas Legislature hereby pay tribute to the memory of Joe Limon Avila and extend sincere condolences to the members of his family: To his wife of 56 years, Pauline Avila; to his daughters, Rose Ann Maciel and her husband, Robert and Carolina Avila; to his grandchildren, Regina Estrada and her husband Felipe, and Robert Maciel junior; to his great grandchildren, Izabella, and Evalina, Sofia Estrada; to his sisters Josephine Cavazos and Hilda Lovern; and to a host of other relatives and friends.

REPRESENTATIVE ROBERTO ALONZO: Thank you, Mr. Speaker; members. Before I do some business beside I want to take the opportunity to thank each and every one of you for your letters, phone calls, texts, flowers; and also for those of you who were able to go to Dallas and Crystal City, I really appreciate it very much. When something like this happens you really -- you know who your friends are. And I can tell you, as you know, my family has gone through a lot and a lot of you have told me how you prayed and I can only tell you that it works. It works. My brother was 49 years old, he had some health situations and he passed, but as the services were held we found out how great he was. And, of course, I knew that as well. In fact, a couple of stories real quick: One, he was not born in Texas, he was born in Aida, Minnesota. And, as I say he was born in the fields, because we were farmworkers. So he was born in Aida, Minnesota. And the other was one of my cousins from the Macallen, Texas said that when we come up from up north they were always waiting up at 4:00 or 5:00 in the morning because they was they waiting to see him. There was a lot of people that shared a lot of thoughts. He had a lot of the nieces and nephews, we will not forget him for everything you did. Again, I can thank you a lot and I think I can finish with saying, as you all know, faith is what keeps us going and faith in God is what's kept us going. And I thank you for sharing your thoughts. Thank you very much, members.
