REP. RICHARD RAYMOND: Thank you. Mr. Speaker, members, I'd like to thank Minister (name) for joins us today and reading us a prayer. Minister (Zuniga) at the Bible of Institute in Lubbock, Texas. He currently serves as a minster for the Loredo Church of Christ. He was also served at Johnson Church of Chris in San Angelo for 19 years. Mr. Darby in Magnolia Church, Mr. Price in Houston, (Name de Christ) of Midland. He has served as a minister for 38 years. He's also joined here today with his wife, Hope and the good friend, Judge Jack Miller. Please, members, and help me welcome Minister Miguel Zuniga.

MINISTER: Thank you very much. Mr. Speaker, honorable Representatives and ladies and gentlemen, it is my privilege and honor to come before you calling for the presence of God before this assembly of the House of Representatives. I want to acknowledge Representative Richard Raymond for -- from District 42 of Loredo, for his gracious invitation extended to me for this special invocation, but before I give the invocation, I would like to bring a reading from the holy scriptures based on the book of Psalms and the reading is as follows: For the Lord's love, the just he will not forsake his faithful one. The mouth of the righteous man utters with him and his son speaks what is just. The law of his God is in his heart. His feet do not sweat. May this truth and promise be ours today. Shall we pray.

To a sovereign God we pray to you for our sovereign state affect us. May your mercy and kindness be with us this day. Help us to be aware of these, your blessings. To the citizens of this great state and all who fight. Gracious father, you have told us that righteousness and justice are the foundation of your throne steadfast love and faithfulness go before you. Blessed are the people who knows the shout who walk or Lord in the light of your faith. Our prayer for this body of Representatives chosen by the people is for your guidance and lumination in their deliberation and the decision making. For the good of the many father. This is our prayer for these good men and women. Oh, mighty God, we commend these servants to you. Gracious father, we pray for those who have lost family members in the current and persistent conflicts of the world. We ask that you would tenderly embrace them with the comfort of your spirit, heal their pain with the healing balm of your hand that heals all wombs, father God, we pray. You would show them the love you express in the sacrifice of your son Jesus father God, cause your face to shine upon the men and the women in this institution. As they carry out your call on their lives and fulfill your will for this fate. So many of our people are going through difficult economic hardships. Help all of us to rely more on you as we look for answers that could bring relieve. This we ask of you, father, who are respecting those within the sound of my voice, who may adhere to different faith, I offer this prayer in your son's name our Lord. amen. Thank you.

REP. DONNA HOWARD: Thank you, Mr. Speaker, Members, we were so fortunate on Valentine's Day to have a loving couple with us again. They are with us so many times Dr. John and Judith (Ekerson?) They've actually been married this year 47 years. -- even on this earth. So, any way, we are so grateful to have them here always to help us out. Please thank the Ekersons for being with us today on Valentine's Day.

CLERK: H.R. 333 by Castro whereas whereas, a distinguished group from St. Mary's university is gathering at the State capitol on February fourteen, 2011, to celebrate the school and its important contributions to the Lone Star state; and whereas, the oldest university in San Antonio and the oldest Catholic university in Texas, St. Mary's was established by marry rannist brothers and priests in 185 two; it is one hundred thirty five acre campus northwest of downtown is home to a diverse student body with a current enrollment of approximately four thousand; a thirteen to one student to faculty ratio fosters a close anytime and supportive economic community; and whereas this notable liberal arts institution has built a national reputation for the quality of its programs and for fostering a spirit of civic engagement; substantiate marry's university is the Alma matter of more than three hundred elected officials who have served both our state and our nation with distinction more over more than seventy percent of the university's students participate in community service activities; and whereas the Carnegie Foundation granted Saint Mary's University its prestiges community engagement classification in recognition of the school's mission driven focus on economic rigger, community service, and civic participation, Washington monthly magazine rated Saint Mary's first in the nation for promoting an ethic of service to country, fostering scientific and humanist I can research, and performing as an engine of socially mobility; more over, the John tell me complete foundation lists it as a college that builds character and the Princeton review and campus compact named it one of the nation's top colleges with a conscience; and whereas in addition to its outstanding economic programs, the school takes pride in its threat I can record; it has won five national titles in basketball, baseball, softball, and golf and is home to one hundred sixty seven all American scholar athletes; and whereas, skillfully guided since 2000 by President doctor. Charles Cotrell, St. Mary's University continues to build on its rich tradition of economic excellence while encouraging leadership and service to the greater community; now, therefore, be it resolved that the House of Representatives of the 82nd Texas legislature hereby honor St. Mary's University for its exceptional contributions to higher education and extend to the visiting delegation best wishes for a memorable day at the State capitol.

THE SPEAKER: Chair recognizes Representative Castro.

REP. JOAQUIN CASTRO: Mr. Speaker, Members, please help me welcome some very distinguished guests from St. Mary's university along standing catholic made such a significant contribution to the community and to the life not only in San Antonio but in Texas of the nation. The student body members have been congressmen, U.S. senators, and judges in Texas and throughout the United States and I want to introduce you to few of the folks that came up here from San Antonio the first is doctor Charles Catrell who is the President of the St. Mary's since 1998, about 12, 13 years. He's getting ready to retire in May of 2012. He was the first lay in other words, mon-priest brother of the President of the St. Mary's university and he has done an incredible, wonderful job. The second is Mr. Robert Elizondo who served as the chairman of the St. Mary's University board of trustees since 2008. Mr. Elizondo retired from the United Parcel Service in 2001 and his final position as the UPS was as Miami based vice president of operation of Americas. Third is Major General Freddie Volunzuela. General Volunzuela, when he retired in 2004 was the highest ranking Hispanic in the U.S. military. He received numerous military honors and declarations including that the Defense Distinguished Service medal, Defense Service medal, region of merit, army commendation medal, and Humanitarian Service medal.

And finally, we have a student with us Alexandria Alex McCoy. She's a senior and president of the student government association. She's from Arlington, and she is a recipient of the very important TEG, Tuition Equalization Grant that the State of Texas provides the students attending private universities in Texas. Please along with the students and the students and other folks at St. Mary's, please stand up in the gallery? Please help me give them a warm welcome.

Whereas, Members of Association of Texas Professional Educators are visiting the state capitol on February fourteen, 2011; and whereas, ATPE is owned and governed by a membership of more than education professionals, making it the largest independent educators' association in the nation; and whereas under the able guidance of more than 5,000 volunteers who serve as state, regional, and local unit leaders,ATPE provides participants with information and resources that help them in the classroom and other areas of their professional lives; and whereas by coordinating efforts to address the serious issues that educators and children confront on a daily basis, members of ATPE have served as a unifying force in improving our schools, and their initiatives are making a positive difference in the Lone Star state; now, therefore, be it removed that the House of Representatives of the 82nd Texas legislature hereby recognize February 14, 2011, as association of Texas professional educators day at the State capitol and extent to all those in attendance sincere best wishes for an enjoyable and productive visit to Austin; and, be it further removed that an official copy of this resolution be prepared for the association as an expression of high regard by the Texas House of Representatives.

REP. ROB EISSLER: Thank you, Mr. Speaker today is special day and I know it's not just because there's a lot of members here wearing red outfits or red ties. I guess today being the ATPE legislative day at the capitol -- and it's most appropriate that the legislature in the State of Texas give the valentine to you, ATP educator. Thank you.

And of course my having served on a local school board for a number of years -- Conroe are here today and I want you to know that their still in leadership position and I think all the good work that our teachers do can be focused on today and the rest of this session and I think it's most appropriate that this body appreciates all the work that you do and thanks the association of Texas professional educator for visiting with us today. Thank you.

CLERK: H.R. 384 by Dutton.Whereas, Misa Watanabe of Makuhari, Japan, is touring AUstin on February 14, 2011, and her visit to the State capitol helps to reenforce the long standing bonds of friendship between the People of her nation and the State of Texas; and whereas the daughter of Kunio and Reiko Watanabe, Ms. Watanabe grew up in Chiba, Tokyo, and graduated from Inage High School in 2009; this former exchange student previously spent time in the State when she lived in Houston with the Joyner family; currently, she is studying international business at RikkyoIk university in ebukuro a talented pianist and an avid music fan, she always enjoys a number of hobbies, including table tense, running, bike riding, and reading; and whereas just as young Texans benefit by spending time abroad students from other countries gain valuable insights into the history and culture of the Lone Star state by enjoying the famous hospitality of Texans; the bridges of the understanding that are built when young men and women travel internationally play a vital role in helping the next generation of leaders develop a prosper in our increasingly global society; and whereas, Ms. Wantanabe's Visit to the state capitol provides a fitting opportunity to welcome her back to the Lone Star state and to celebrate the intellect actual curiosity and spirit of adventure shared by all world travelers; now therefore be it resolved that the House of Representatives of the 82nd Texas legislature hereby recognize Misa Watanabe as an honorary Texan and extend to her sincere best wishes for a meaningful and memorable visit to Austin; and be it further removed that an official copy of this resolution be prepared for Ms. Watanabe as an expression of high regard by the Texas House of Representatives.

Whereas the celebration of Lufkin/Angelina county day at the State capitol on February ten, 2011, provides a fitting opportunity to recognize this outstanding part of the Lone Star state and to welcome visitors from the area, including members of the Lufkin chamber of commerce and of the leadership Lufkin class of 2011-2012. And whereas organized in 1846, Angelina County was named for a Hainai Indian girl who is said to have aided Spanish missionaries living in the area around 1690; the county is situated in the Texas forest country amid the rolling hills of east Texas, in a region nestled between the Angelina river on the north and Neches river on the south and whereas since the arrival of the railroads in the 1880s, Angelina in a county has benefited from a thriving lumber business, and over the years, a variety of other industries have flourished as well, including farming and manufacturing and whereas residents of Angelina in a county enjoy a wealth of recreational opportunities the county is home to the Angelina National forest, and the region's largest lake, the Sam Rayburn Reservoir, offers superior bass fishing and an out let for swimming and boating; Lufkin, the county seat, features such popular attractions as the Texas forestry museum, the museum of east Texas, and the Ellen Trout Zoo; and whereas Angelina North America county has long been an area rich in natural and cultural resources, the it gives the members of this chamber great plesh to honor the many significant contributions that this fine Texas county has made to our state; now, therefore be it removed that the House of Representatives of the 82nd Texas legislature hereby recognize February ten, 2011, as Lufkin/Angelina county day at the State capitol and extend is to the visiting delegation sincere best wishes for a meaningful and memorable stay in Austin.

REP. JAMES WHITE: Mr. Speaker and members, we had an significant delegation at the capitol last Thursday for Lufkin/Angelina day. We were unable to recognize them because of the House was not convening. We had an excellent day with the leader throughout Angelina County and Lufkin joining us and I would simply like to recognize their house for -- recognize them from our House floor that Lufkin and Angelina do for east Texas and for our great state.

CLERK: HR 417 by Davis of Dallas. Whereas high school students across the Lone Star State are gathering in Austin on February 14th, 2011, for Texas Hills U.S.A Day at the state Capitol. Whereas it is a nonprofit organization that encourages students in trade and industry education to develop essential skills such as communication and team work while also gaining a competitive edge in the job market, teachers benefited well by enhancing their occupational and educational programs while getting local business support and participation. And whereas founded in 1948, Texas Skills U.S.A. now has more than one thousand chapters at public and technical schools and trains over fifteen thousand students and professional members who are enrolled in trade, technical, industrial and health occupation programs. The organization helped coordinate the efforts of administers, corporations, labor organizations, labor associations and government agencies in order to meet the nation's need for a globally competitive, educated and skilled work force. Whereas taking party in Texas Skills USA Day are several of the organization's officers. Austin Scarboro of Duncanville is the state President and is enrolled in the career and technical education engineering program. And C.J. Hart of Westwood High School in Austin is the state secretary and is in the CTE Graphic Design Program. The other officers are all in the CTE Criminal Justice Program. Gaby Espinosa from the Townview Magnet School in Dallas is the State Vice President. Jiminez is also from the Townview Magnet School is the state parliamentarian. Marco, of Homer High School in Brownsville is the state historian. Christina Lopez is who also attends Homer High School is the state reporter. And Amanda Allan is the state treasurer. Whereas fine young Texans are doing an exceptional job of furthering the mission of the Texas Skills USA and this beneficial organization is deserving of praise for its success in preparing young people to become productive members of the work force. Therefore be it resolved that the House of Representatives of the 82nd Texas Legislature hereby recognize February 14th, 2011 as Texas Skills Day at the state Capitol and extend to the visiting delegations best wishes for a memorable and meaningful visit to Austin.

DAVIS: Members, I would like to -- first of all we've got some leaders on the podium, and more importantly, we have got leaders here in Texas over the weekend for the Texas Skills USA conference. And I think we have an audience of them here. These are from all over the State of Texas. There are more than a hundred and twenty students that have been here from across the state.

If you remember, Skills USA brings together students and educators and administrators with corporate America to start looking at high school development with kids and careers.

On the podium today, I'm very proud to introduce our young leaders. First, I would like to introduce you to the President of Skills USA, Andrew Scarboro from District 111, in Dallas, Duncanville, Texas. If you will greet Andrew, I would like to introduce him. If you'll waive. All of them. All of them.

Also with him is Gaby Espinosa, who is a state vice president. She's a student at Townview in Dallas, Texas. Gaby, if you'll waive.

The state parliamentarian, I know all of us are appreciative of the role of the parliamentarian, is Javier Mendez who is a student from Townview School in Dallas.

Members, I'd ask that you join me in welcoming them to their State Capitol and being here to talk about what's so important as we deal with these tough budget cuts. It's so good to see people like this who are investing their time and their parents money to talk about what makes their future brighter. So, thank you.

CLERK: HR 373 by Martinez. Whereas members of the Texas Skills USA an organization for students engaged in trade and industrial education are visiting the State Capitol on February 14th, 2011. Whereas this, in Texas is dating back to 1948, Texas Skills USA serves nearly fifteen thousand, five hundred students and professional members and chapters in public trade and technical schools. A collaborative effort of educators are presented to the private sector and government, the organization integrates classroom and workplace training to provide a foundation future success. And whereas Texas Skills USA teachers student leadership and interpersonal skills, problem solving and critical thinking habits. The program further starts to foster in young people a sense of civic responsibility and to increase their understanding of government and the legislative process. And whereas high school students taking part in the Texas Skills USA 2011 Legislative Day, activities include Marisel Cardona, Carrissa Villa Real and Lydia Ibarra. And juniors Samantha Paz, Monique Perez and Imada Valdez.

The students are accompanied by their adviser, Joseph Cavillo, and their Counsellor, Sendeval.

And whereas Texas Skills USA is playing a role in developing the range of knowledge and ability needed by young Texans to and become productive, engaged citizens. And it is a pleasure to recognize members of the group present on this day for the dedication. Now, therefore be it resolved that the House of Representative of the 82nd Texas Legislature commend the students and advisers for participating in Texas Skills USA Day at the State Capitol and extend to them best wishes for a memorable and meaningful day in Austin.
