REPRESENTATIVE HAROLD DUTTON: Mr. Speaker, members of the House, and those of you in the gallery. The Reverend John Fields joins today. She (sic) is from First Shiloh First Missionary Baptist Church and (inaudible), Texas. She (sic) is joined by his lovely week of two weeks Ms. Tammy Fields. Reverend Fields is a native of Houston, a Worthy scholarship winner. A graduate of -- excuse me -- NC Williams High School, he also graduated from Dillard University. He had the pleasure of interning in Washington, D.C. with Congressman Bill Archer's office. He has worked as a minister in Christian education at St. Luke church, and he is pastor of Center Union Baptist Church in Wharton, Texas. Members, please join me in welcoming Reverend John E. Fields, our pastor for the day.

REVEREND FIELDS: Good morning, may we bow.

Dear Heavenly Father, we come with expectations of being ushered into your presence. May our hearts illuminate with thankfulness and our experience remain humble in your presence. We pray for divine engagement in our lives. That they will be regulated for great works. Forgive us of all our transgressions that might prohibit You from giving divine provisions of wisdom and understanding which are needed so that we may serve your people with the spirit of joy. Enhance our abilities to (inaudible) before us and bless us to be able to greet challenge as a friend. Strengthen this body of individuals that they may be guided into a spirit of unity which will reflect a team of working together to (inaudible). REPRESENTATIVE MARVA BECK: Members, it is a pleasure to introduce you to the doctor of the day, Dr. Mary Helen Morrow. She resides in Madison County and lives in North (inaudible). You heard that right, North (inaudible). Amen. She practices family medicine in Madisonville. Her office is located behind Rancho Vallejo which serves the best Mexican food in Madisonville and the largest margaritas. Please join me in welcoming Dr. Morrow.

REPRESENTATIVE VERONICA GONZALEZ: Thank you, Mr. Speaker. Members, I think you all remember this last year we had a murder along the Rio Grande, the waters, the Hartley murder where David Hartley was killed. His wife was on the news quite a bit. Yesterday we had a missionary, a lady named Nancy Davis, who, along with her husband Sam, had dedicated 38 years of her life to missionary work in Mexico. And she was shot while passing a cartelled check point about 70 miles from the border. They rushed her to McAllen, and she died in McAllen.

REP. GONZALEZ: (continuing) The lady was 59 years old, Nancy Davis was 59 years old. So Representative Pena, Representative Martinez are up here with me. Many of you visited the border recently, and I think you felt very safe there. But there is quite a danger on the other side of the border, and that's why it's so important that we be vigilant about security along our Texas/Mexico border. So I would like to take a moment of silence in memory of Nancy Davis who gave 50 -- who gave 40 years of her life to missionary work in Mexico. If we can do that, please.

Whereas, the Atascocita High School women's soccer team is visiting the State Capitol on January 27, 2011. This occasion provides a welcome opportunity to honor its members for their athletic and academic achievements; and whereas, for the fifth time the Atascocita team has been invited to play in the Lady Governor's Cup, this annual tournament brings together 32 teams from across the state and is considered to be one of the most competitive in Texas; and, whereas, the Lady Eagles have won acclaim for their scholastic efforts, they have been recognized with the team's academic award from the National Soccer Coaching Association of America. For two consecutive years, this honor is given to teams with an average GPA of 3.25 or higher on a (inaudible) scale. Last year, Atascocita was only one of 14 Texas high school squads to receive this accolade; and whereas, these impressive young Texans having (inaudible) remarkable determination and a true commitment to excellence both on the pitch and in the classroom. They bring real meaning to the term "student athlete" and have earned the respect and admiration of their classmates and their many supporters in the community. Now. Therefore, be it resolved that the House of Representatives of the 82nd Texas Legislature hereby congratulate Atascocita High School soccer team for being invited to play in the 11th annual Lady Governor's Cup and for receiving the NCNSA team academic award for two years in a row. And extend to the players their sincere best wishes for their continued success. And be it further resolved that an official copy of this resolution be prepared for team as an expression of high regard by the Texas House of Representatives.

And I'd just like them to stand and recognize them. And thank you for being here today. Thank you.

Whereas, the Reverend John E. Fields of First Shiloh Missionary Baptist Church in Houston is serving as pastor of the day for the Texas House of Representatives on January 27, 2011; and whereas, a Bayou City native, Pastor Fields received a (inaudible) scholarship upon his graduation from M.C. Williams High School. He interned in Washington, D.C. with Congressman Bill Archer and went on to earn his bachelor's degree from Dillard University. Today he is continuing his success at a graduate level; and, whereas, Reverend Fields worked as a minister of Christian education at St. Luke's church and as pastor of Center Union Baptist Church in Wharton before joining First Shiloh Missionary Baptist Church where he has wholeheartedly committed his talents and energy serving his congregants and members of the Greater Fifth Ward community; and whereas, in all of his endeavors Reverend Fields has been blessed with a supportive and loving community that includes his wife Tammy and his four daughters; and, whereas, Reverend Fields is an outstanding preacher and community leader and through the years he has inspired countless Texans (inaudible) with faith and goodwill. Therefore be it resolved that the House of Representatives of the 82nd Texas Legislature hereby express its sincere appreciation to the Reverend John E. Fields for his service as pastor of the day and extends him the warmest best wishes for continued success for his ministry. And be it further resolved that an official copy of his resolution be prepared for Reverend Fields as an expression of higher regard by the Texas House of Representatives.

Whereas, proud alumni, students, administrators and trustees are gathering in Austin on January 27, 2011, to celebrate the University of the Texas Pan American Day at the State Capitol; and whereas, located in Edinburgh, the University of Texas Pan American is the tenth largest of all the state's public universities with an enrollment of 18,744 students at the beginning of 2010-2011 school year. The institution was founded as a two year community college in 1927, originally consisting of a single building and 200 learners. And over the ensuing decades, it grew to be a four year college and a university. It joined the University of Texas system in 1989; and whereas, in the 84 years since its creation, the University of Texas Pan American has conferred more than 50,400 bachelor's degrees, 10,800 master's degrees, and 100 doctoral degrees. In addition, it ranked second in the nation in the number of bachelor's degrees and fourth in the number of master's degrees awarded to Hispanic students. The institution was named by Forbes magazine as the 32nd best public college in the United States in 2009, ranking third among schools in Texas. And whereas, the University of Texas Pan American offers 57 bachelor's, 57 master's and five doctoral or cooperative doctoral programs. Plus the only physician's assistant program outside of medical school in Texas. Students also benefit from a rich social environment that includes such traditions as the Annual Carnival of the Great Pumpkin on Halloween, Midnight Madness at the start of each basketball season and homecoming, which includes a battle of the bands, the (inaudible), the tailgate party and pep rally and a men's basketball game as part of a week's worth of special festivities. And, whereas, performing in the Capitol rotunda on the University of Texas Pan American Day, the university's renowned musical group, Mariachi (inaudible), the band has won more than ten first place awards in national mariachi competitions and has been recognized for its achievements in promoting Hispanic culture. In the past year along, Mariachi (inaudible) was named grand champions of the mariachi spectacular del Albuquerque, performing at the premiere of the Houston Great (inaudible) production of To Cross the Face of the Moon and played for President Barack Obama. And, whereas, the University of Texas Pan American has established itself as a preeminent institution of higher education and residents of Texas are fortunate to have access to this exceptional resource. Now, therefore be it resolved that the House of Representatives of the 82nd Texas Legislature, hereby recognizes January 27, 2011, as the University of Texas Pan American Day at the State Capitol and commend all those associated with the university for their contributions to the Lone Star State. And be it further resolved that an official copy of this resolution be prepared for the University of Texas Pan American as an expression of higher regard by the Texas House of Representatives.

REP. PENA: Members, for those who visited us with us on the valley, I want to thank you. Chairwoman Gonzalez got up here a moment ago and shared with you challenges we have in the valley, but we also have some great opportunities that are occurring especially through our institution of higher learning which is the University of Texas Pan American, which you're here to celebrate today. University of Texas Pan American is located in my district in Edinburgh. It's the tenth largest of the state public universities. Its enrollment is about 20,000 at the beginning of this year. Since its creation in 1984, UTPA has conferred more than 50,400 bachelor's degrees, 10,800 master's degrees and a hundred doctoral degrees. UTPA ranks second in the nation in the number of degrees awarded to Hispanic students. In 2009 UTPA was named by Forbes magazine as the 32nd best public colleges in the United States. I could go on and on.

Today we're joined by Dr. Robert Nelson, who's our eighth appointed president to UTPA. We're also joined by Dr. Javidan (phonetic) Rodriguez, who's the provost and vice president of academic affairs, Mark Signs (phonetic) who works in governmental affairs and, of course, a representative of our famous mariachi group. Members, will you please welcome them to the Texas State Capitol and recognize them for the good work they have done for the state of Texas. I also share this district with Representative Veronica Gonzalez. I'm going to invite her up here to say a few words.

REP. GONZALEZ: Members, I want to thank you all who have visited the University of Texas Pan American. We have Chairman Dan Branch up here who has visited many times, and we want him to continue to visit since he's chair of the higher education committee, and we know that he knows the great things that are happening at the University of Texas Pan American. Those of you who have never been south to Edinburgh, Texas we invite you to come down and see the wonderful things that are happening, especially with engineering, science and technology. And if you can please join us at noon and -- that's right, rapid manufacturing -- this afternoon we will be having mariachi music, so please come join us. That's always very festive and a lot of fun.

Whereas, Dr. Robert S. Nelson, the president of the University of Texas Pan American is an outstanding educator and administrator, and he is most deserving of special recognition for his many notable achievements. And, whereas, he have raised on a cattle ranch in Montana, he was the first person in his family to attend college. In order to pay his tuition he held a variety of jobs and at one point worked overnight as a janitor while attending classes during the day and holding down another job at a sporting goods store. Even then he was forced by financial difficulty to leave school for a year, but his wife Jody helped him to return to his studies. He went on to earn bachelor's and master's degrees in political science from Brigham Young University and received a doctorate from the Committee on Social Science at the University of Chicago studying with noble laureate Saul Bellow and specializing in modern literature, modern philosophy and modern political theory. And whereas, Dr. Nelson is fluent in Spanish and has published his fiction in numerous literary journals, (inaudible) he was a professor at the University of Texas at Dallas where he initiated the school's creative writing program and nurtured the development of an arts and humanities curriculum. In addition, he won the Chancellor's Council Outstanding Teaching Award in 2005, served five terms as head of the faculty senate and held the position of vice provost. He then accepted a position as the associate vice president for academic affairs at Texas A&M University Corpus Christie, where he also served as a professor of English. And, whereas, this respected scholar is the eighth appointed president of the University of Texas Pan American on January 1st, 2010. With an academic philosophy devoted to transparency and shared governance, he has laid out his goals for the university in the coming years focusing on advanced manufacturing, engineering, bilingual education, border issues, entrepreneurship and research into health care disparities. And, whereas, Dr. Robert Nelson has uniquely qualified to build on a record of academic achievement established by the University of Texas Pan American. And to further his enduring commitment to excellence. Now, therefore, be it resolved that the House of Representatives of the 82nd Texas Legislature hereby honor Dr. Robert Nelson, president of the University of Texas Pan American for his contributions to higher education in the Lone Star State and extend to him sincere best wishes for continued success. And further be it resolved that a copy of this resolution be prepared for Dr. Nelson as an expression of higher regard by the Texas House of Representatives.

When he first moved into the -- moved into the presidency at Pan Am, one of the first things I remember him doing is he moved into student housing as a symbol that he was ready to get to know the students and get to work. He's done great things at UTPA, and he's become a member of the community where he shares his passion for education and his passion for making our community better. Dr. Nelson, we appreciate everything you've done for us. Representative Martinez -- I'm joined by Representative Martinez who's an alum, (inaudible), Representative Lucio and, of course, Chairman Dan Branch.

Members, join me in welcoming and recognizing Dr. Robert Nelson for the contributions he's given to our community. And also, Members, I think we have members -- students from UTPA present.
