REP. BERMAN: Members, it's a great honor for me to introduce a great friend of mine. We have so much in common. This is Reverend Dr. Bobbie G. Land, Jr. and his wife Mary. Bobbie and I go to a Bible study breakfast, a prayer breakfast, every Thursday morning. We've done this for the last 12 years. And I finally asked him to come up here and do our invocation for us. Bobbie went to school in Terrell and also in Hunt county. He likes to say he was from South Carroll, not the north part where the hospital was. But that's -- is that correct?
DR. LAND: That is correct.
REP. BERMAN: Okay. Bobbie is also a -- he got a master's of divinity from Laterno College at that time, now called Laterno University, and a doctor of divinity from the American Bible Institute and the Sutton Bible Institute. And it gives me a great deal of pleasure -- this one other thing, we have a lot of other things in common. My wife died of cancer during my first session in the legislature. Bobbie's wife died of cancer. I remarried well. Bobbie remarried well. So we just follow each other along, and we go to a great prayer breakfast every Thursday. And it's my pleasure to introduce Dr. Bobbie G. Land.

It is indeed my pleasure to introduce to you again one of my favorite doctors from Fort Worth, Dr. Joanne Balmer who pointed out that the only thing that's changed on her vita from last time is she has that many more patients and that many more clinics, and they're all underfunded, so she'll be back to see you later. Be nice to her today and in the future. This is Dr. Balmer. And I'm very proud to say she's a constituent and works with the JPS system in Harris County.
DR. BALMER: Thank you, Representative Berman. And thank you to all of you. As you know, we're moving toward patient centered health care. So now, I'm representing you and all of the patients that we care for together as a team. We're no longer Gods anymore, we work as a team. So I'm here to help you in any way I can to take care of our patients. Thank you.

The second one is we all learned last year or last session CPR came in pretty handy when it saved Edmond's life. There are three free CPR classes in the Capitol today, and they're open to anyone that wants to take them. One right now, one at 1:30 and one at 3:00 p.m. in the members lounge in the extension E2002. I would encourage any of you who have the time, it takes less than an hour, you can learn CPR and it doesn't cost anything. I would encourage you to send your staff too, thank you.

REP. PATRICK: Mr. Speaker, members, I know that many of you have been to Arlington, Texas this past year for one of the major events that's been taking place in our fine city. Some of you came to the NBA All Star game, some of you came to the World Series and some of you will be coming to the Super Bowl. All of this has taken place in the last year. But I want to tell you that none of this would have possible without our Team Arlington. And we are very fortunate to have here today on Team Arlington Day some individuals that I'd like to introduce here standing behind me on the dais. And I'm joined by Representative Barbara Nash and Representative Bill Dubbler in welcoming you to the House of Representatives. I would like for you all to meet our mayor and my good friend, Bob Cluck, Dr. Bob Cluck.

THE CLERK: HR145 by Patrick.
Whereas, the Texas Rangers brought joint excitement to the citizens of the Lone Star State by winning the 2010 American League pennant and playing in the World Series. And their success represents an important milestone in the team's history; and whereas, the Rangers left little doubt about who would win the American League west division after they moved into first place in early June and steadily increased their lead during the season to win the title by nine games. The club had 90 wins in the regular season, the third most in franchise history; and whereas, Texas was led by left fielder Josh Hamilton who was chosen by the American League as most valuable player, and who posted the best on base plugging percentage in the league. Designated hitter Gaudamere Guerrero (phonetic) had the team's highest total of runs batted in and he and Mr. Hamilton, right fielder Nelson Cruz and third baseman Mike Young each hit more than 20 home runs. CJ Wilson paved the pitching staff with 15 wins, Colby Lewis struck out 196 opponents and Tommy Hunter posted 13 to four win loss record. Napali Feliz (phonetic) registered 40 saves out of the bull pin and was voted the American League Rookie of the Year; and whereas, facing the Rangers in division playoff series was very tough, Tampa Bay Rays and it took Texas the full five games, nine innings to beat them. Mr. Wilson and (inaudible) Cliff Lee were instrumental in the triumph. As the two (inaudible) combined to hold Tampa Bay to just two runs in the three games they started. Mr. Cruz and second baseman Ian Kinsler hit three home runs apiece to the offense; and, whereas, in the American League Championship series, the Rangers met their old post-nemesis the New York Yankees, the team that eliminated them in their three previous playoff appearances in the 1990's. History did not repeat itself in 2010, as Mr. Hamilton batted four home runs, drove in seven runs and reached base 15 times. Mr. Cruz continued his hot hitting, and the Rangers received two outstanding pitcher performances from Mr. Lewis and a two hit, 13 strikeout effort from Mr. Lewis to beat the Yankees 14 games to 2 and take the pennant; and, whereas, with the American League championship in hand, Texas advanced to the World Series for the first time since the club began playing in Arlington in 1972. Although the team ultimately fell to the San Francisco Giants in the series, the 2010 campaign showed that manager John Washington, general manager John Daniel and its owners Noland Ryan and Chuck Greenberg have established the franchise as a power to be reckoned with. And fans are looking forward to the 2011 season with great anticipation.
Now, therefore, it be resolved that the House of Representatives of the 82nd Texas legislature hereby congratulate the Texas Rangers on winning the 2010 American League pennant and extend to them sincere best wishes for continued success. And be it further resolved that an official copy of this resolution be prepared for the Rangers as an expression for higher regard for the Texas House of Representatives.

We have with us representatives of the Texas Ranger organization, and all of you are aware that the 2010 season saw many historical accomplishments from our Texas Rangers. The Rangers remained in first place in their division from June on -- from June on and won their title by nine games.

REP. PATRICK: And they became the 2010 American League champions after defeating the Tampa Bay Rays followed by the New York Yankees. The Texas Rangers advanced to the World Series for the first time since the club began in Arlington in 1972. Wow. And their success has been realized with the guidance and coaching of Ron Washington. Join me in welcoming Ron Washington to the House.

Now, therefore, be it resolved that the Texas House of Representatives of the 82nd legislature hereby recognize January 2011, as Communities in Schools month and January 26th, 2011, as Communities in Schools Day at the State Capitol. REP. STRAUS: Chair recognizes Representative Crownover.
REP. CROWNOVER: Mr. Speaker and members, we are delighted today to have some of my personal heroes in the House. I think they have such a wonderful, compelling story to tell. This is Communities in Schools that have been working for the Texas education system for years and years and years. They do one of the best jobs of taking dollars and leveraging it with volunteer hours in our school system. It is the No. 1 proven dropout prevention program in our state of Texas. It is documented, it is certified. So they -- it's a great, great bang for your buck. And these are wonderful members of the CIS, I've been on the board for years and it has just been a delight. We could tell stories all day long on how these people up in the gallery and the other workers out in their school systems are making a tremendous difference one life at a time. We know that Texas can't be a first rate state if we don't have a first rate education system and here -- and here are our heroes right here.
So there are some interesting statistics I want to share with you. Last year Communities In Schools assisted 89,000 students at risk of dropping out, and the cost was $236 per student. For that $236, 98 percent stayed in school, 93 percent were promoted to the next grade, 82 percent of the seniors graduated, 80 percent improved in their academics, 88 improved in their behavior. The national studies have shown that this program is the most effective dropout prevention program in the nation.

REP. CROWNOVER: Furthermore, the Texas Education Agency recently completed a study of dropout prevention programs in Texas and declared that CIS, Communities in School, is the most effective and the only one -- one of the most effective programs in the state of Texas. So and our -- they will be visiting you in your offices today, but I think the compelling story that they have to tell is that now, more than ever, with our challenges that we have with our budget, Communities in School is a very, very important key to the puzzle of educating Texas. We are honored to have you here today as our heroes. Thank you.

Whereas, nurse anesthetists were the first professional health care workers to provide anesthesia in the United States, and they pose the oldest recognized group of events practice registered nurse specialists in this country; and, whereas, these registered nurses have completed a rigorous graduate level course of academics in clinical study in a nationally accounted program in nurse anesthesia. Following graduation, they are qualified to take the national certified examination; and, whereas, all graduates of nurse anesthesia educational programs receive a masters degree, and those who successfully pass the certifying exam may use the title certified registered nurse anesthetist, CRNA; and, whereas, according to the American Association of Nurse Anesthetists, the majority of rural hospitals rely on CRNAs to provide anesthesia care. Without these advanced practice nurses, numerous facilities would be unable to maintain trauma stabilization, surgical and obstetrical capabilities. (Inaudible) that would force many rural Americans to travel long distances to obtain such services; and, whereas, each year CRNAs working in hospitals, ambulatory surgical centers, physicians' offices and medical facilities of U.S. military, Department of Veteran Affairs and public health services are the hands-on providers of approximately 32 million anesthetics given to patients in the United States; and, whereas, the delivery of health care in this country is dependent in large measure on the work of certified registered nurse anesthetists, it is indeed fitting that they be honored for the crucial role they fulfill now.
Therefore, be it resolved that the House of Representatives to the 82nd Texas legislature hereby recognize January 23rd through 29th, 2011 as Nurse Anesthetist Week in Texas and extend deep appreciation to all certified nurse anesthetists for the great skill and dedication they bring to their challenging vocation.

HR195 honors Lisa Benford who has worked in the Legislative Council for over 20 years. She has been an incredible asset to the legislature through her knowledge and expertise as well as the Austin area through her dedication to community service and her nonprofit organization. Lisa is retiring at the end of this month, and although she will be sorely missed, her retirement will allow her to fully devote herself to her family and to her endeavors in the community.

Whereas, Lisa Benford has exemplified the finest qualities of public service for the past 20 years, and though her retirement from the Texas Legislative Council on January 31st, 2011, brings to a close her work in state government. She will continue her work in the community where she has already made a lasting difference in the lives of countless individuals; and, whereas, a former banking executive, Lisa Benford joined the TLC in 1990 as a redistricting analyst and today holds the post of research analyst. Her duties include tracking and processing election data, training new employees, and serving as a council liaison to the Office of Texas Secretary of State and to county election officials. In each of these areas, Lisa has earned the respect and admiration of many for her knowledge, skill, exceptional dedication to customer service. And, whereas, Lisa has helped innumerable Texans outside the workplace, as well, through her (inaudible) endeavors. In 1996 she founded Lisa's Hope Chest, the nonprofit has since provided business attire and other assistance to thousands of area residents transitioning to employment. In the wake of Hurricane Katrina, she was contacted by the Austin police department to help organize donations. And over the course of six weeks, Lisa and others distributed seven airplane hangars' worth of supplies to some 8,000 evacuees. She has carried out a number of significant community projects in her native Rockdale such as the establishment of a home ownership program, and the purchase and restoration of the town's oldest African American residence which now hosts civic events and offers accommodations to visiting families. Lisa was also instrumental in securing funds to establish a park in the town's African American community. And, whereas, Lisa was honored with a Daily Point of Light award for all she's done to help people rebuild their lives. And in 2009 she was invited to a special forum with Presidents George H.W. Bush and Barack Obama that celebrated the 20th anniversary of the Point of Light program. The many other accolades bestowed on her include the Outstanding Community Involvement Award from the State Agency Council of the Office of the Governor. The Humanitarian and Volunteer of the Year Award from the Texas Department of Health and Human Services. The Volunteer of the Year Award from the Austin American Urban League and a five (inaudible) award from television station KVUE. And, whereas, now, poised to begin a new chapter in her life, Lisa is busy charting goals for the future, her plans include transforming the old Aycock High School in Rockdale and adjoining community center and teaching classes in healthy cooking to area children. And, whereas, in all her endeavors, Lisa enjoys the love and support of her husband of 32 years, Thurman Benford. Her children Lucretia, Sadaria and Mark. Her grandchildren, Farrar, Bria, Braxton, Paris, McKarlar (phonetic), Rachel, Sophia, Mark and Ananie (phonetic). And, whereas, Lisa's coworkers of the council will sorely miss her cheerful smile and candy spirit, but their dismay of her departure is somewhat tempered by the knowledge that if she can accomplish so much towards the greater good while working full-time, her capacity to change lives for the better is about to be magnified a hundred times over. Seldom has any retirement held such rich and joyous promise.
Now, therefore, be it resolved that the House of Representatives of the 82nd Texas legislature hereby honor Lisa Benford for her exemplary service for the people of the Lone Star State on the occasion of her retirement from the Texas Legislative Council and extend to her sincere best wishes for all the happiness and good fortune she so richly deserves. On Monday when we read the Laredo resolution, our mayor, Mayor Rosalinas was not able to be here, but he's here with us today and I'm very, very happy he's here. This is a gentleman who began his career as a police officer at the United States Capitol, got his education at the University of Maryland, became an FBI agent and served as an FBI agent for 25 years before he became our mayor. He was the right man at the right place at the right time. And I'll have you know, members, you read a lot about Laredo. Well, last year -- last year we only had nine homicides in the city of Laredo. Our mayor, this FBI man, keeps our city safe and we're thankful that he's with us today. And, again, we want to invite y'all members to Laredo Day reception tonight at the Stephen F. Austin at 6:30. 6:30 at the Stephen F. Austin.

Honoring the Angleton Area Emergency Medical Corps on its 30th anniversary.
REP. HARTNETT: Chair recognizes Representative Bonnen.
REP. BONNEN: Mr. Speaker, members, this is the Angleton Area Emergency Medical Corps' 30th anniversary. My father, David Bonnen, had the privilege of serving on this board. He doesn't currently, but these folks do an absolutely extraordinary job and have been doing it for numerous years to our community. They are some of the finest people you will ever meet. They are more caring and giving than anyone you will find and it's with honor that I move passage of House Resolution 205 to honor their service.
REP. HARTNETT: Members, is there an objection to the resolution? Chair hears none, resolution is adopted.
